No. 19338 3/15/16 j j % ort rth u r' Texas INTEROFFICE MEMORANDUM WATER UTILITIES DEPARTMENT-ADMINISTRATION Date: March 15, 2016 To: Brian McDougal, City Manager From: Jimmie Johnson, Ph.D., Director of Utility Operations RE: Proposed Resolution No. 19338 Nature of the Request: The City awarded a contract to BDS Constructors dba MK Constructors of Vidor, Texas, for the construction of the Pleasure Island Metering Station. There are three (3) 10"water meters at this location. This is part of the system that helps supply water to Sabine Pass Liquefaction/Cheniere LNG facility. MK Constructors has submitted Change Order No. 2 for the Pleasure Island Metering Facility in order to replace eight(8), 8" concentric reducers with eccentric reducers,to add a 24" MJ 45 degree bend, and to extend the contract time by 17 days, due to delays in material deliveries. StaffAnalysis, Considerations: City staff or its designee will assist in construction. Upon completion of this project, the City will accept the public improvements. Recommendation: I recommend that the City Council approve Proposed Resolution No. 19338 authorizing the City Manager to execute Change Order No. 2 to the contract between the City of Port Arthur and BDS Constructors dba MK Constructors of Vidor, Texas for an additional $20,200 to contract for replacement of eight (8), 8" concentric reducers with eccentric reducers and an additional 24" MJ 45 degree bend; and to extend contract time by 17 days due to delays in material deliveries, listed in Exhibit"A", to a new contract completion date of April 18, 2016. Budget Considerations: This project is charged through City Account No. 429-1258-532.59-00, Project No. WSI002. P. R. No. 19338 03/15/16 j j RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 2 TO THE PLEASURE ISLAND METERING STATION CONTRACT BETWEEN THE CITY OF PORT ARTHUR AND BDS CONSTRUCTORS DBA MK CONSTRUCTORS OF VIDOR, TEXAS, IN AN AMOUNT OF $20,200.00 FOR ADDITIONAL MATERIALS, INCREASING THE CONTRACT AMOUNT TO $646,453.00, AND THE CONTRACT TIME BY 17 DAYS, DUE TO DELAYS IN MATERIAL DELIVERIES, FOR A NEW CONTRACT COMPLETION DATE OF APRIL 18, 2016. ACCOUNT NO. 429-1258-532.59-00, PROJECT NO. WSI002. WHEREAS, pursuant to Resolution Number 15-264, authorizing a contract to BDS Constructors dba MK Constructors of Vidor, Texas to provide the Pleasure Island Metering Facility; and, WHEREAS, per Resolution No. 16-025,the City Manager executed Change Order No. 1 to the contract with BDS Constructors dba MK Constructors of Vidor, Texas, increasing the total contract time by eighty (80) days due to delays in weather and materials, increasing the contract time to a new completion date of April 01, 2016; and, WHEREAS, BDS Constructors dba MK Constructors has requested proposed Change Order No. 2 in an amount of$20,200.00, increasing the contract amount to $646,453.00, for an extra ductile iron 24" 45-degree bend to align the tie-in with the location of the existing line and replace eight(8)-8"concentric reducers with eccentric reducers at the pumps; and, WHEREAS, BDS Constructors dba MK Constructors has also requested a time extension of seventeen (17) days, due to delays in material deliveries, to a new contract date of April 18, 2016; and, P.R. No. 19338 03/15/16 j j Page 2 of 3 WHEREAS, the project engineer, Arceneaux Wilson & Cole LLC, examined the requests and recommends proposed Change Order No. 2 for an additional $20,200.00, and a time extension of seventeen(17) days, attached hereto as Exhibit"A", to accomplish this work. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to execute, on behalf of the City of Port Arthur, Change Order No. 2 (attached as Exhibit '`A") to the contract between the City of Port Arthur and BDS Constructors dba MK Constructors of Vidor, Texas increasing the contract amount by $20,200.00 to a new total of$646,453.00; and, THAT, Change Order No. 2 increases the contract time by seventeen (17) days to a new completion date of April 18, 2016; and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council.
