PRIVATELY-OWNED VACANT AND DEVELOPED LOTS IN THE CITY OF PORT
ARTHUR AND AUTHORIZING THE SOLICITATION OF NEW BIDS
COMMENT
Nature of the Request:
Staff recommends that the City Council reject the bids (Bid No. P16-002) for the mowing of privately owned
vacant and developed lots from the February 12, 2016 bid opening, and authorize staff to rebid. We
recommend rejection of the bids because the price for developed lots would be excessive and cost
prohibitive.
Bids were solicited for one rate for both vacant and developed lots. Historically, we have paid much less
for developed lots than vacant. Having one rate would negatively impact our budget because it would
cause an increase in prices. Some of our funds were depleted last year before the budget year ended; an
increase would cause a depletion of funds even sooner.
Staff Analysis/Considerations:Not Applicable.
Recommendation:
Staff recommends that the City Council adopt P. R. No. 19339, thereby rejecting the bids for the mowing
of privately owned vacant and developed lots from the February 12, 2016 bid opening, and authorizing staff
to rebid.
Budget Consideration: Not Applicable.

A RESOLUTION AUTHORIZING THE CITY
MANAGER TO REJECT THE BIDS (BID NO. P16-002)
FOR THE MOWING OF PRIVATELY-OWNED AND
CITY-OWNED DEVELOPED AND VACANT LOTS IN
THE CITY OF PORT ARTHUR
WHEREAS,the City of Port Arthur opened bids (Bid No. P16-002) for the mowing of privately-owned
and City-owned developed and vacant lots; and
WHEREAS,the prices for mowing were solicited as one rate for vacant lots and developed lots,and the
prices of the lowest responsible bidders for the mowing of developed lots are excessive,and it would be in the
best interest of the City to solicit new bids for this work;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT it is in the best interest of the City of Port Arthur to reject the bids and solicit new bids; and
THAT the City Council of the City of Port Arthur rejects the bids for the mowing of privately-owned and
City-owned developed and vacant lots; and
THAT the City Council hereby authorizes the solicitation of new bids for this work; and
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
