COMMERCIAL CONTAINERS CITY OF PORT ARTHUR, TEXAS MAYOR and CITY COUNCIL COMMUNICATION DATE SUBJECT Awardiagof PAGE 1 of 2 May 21, 2002 NUMBER Commercial Refuse Container 403-1273-533.92-00 Bids RECOMMENDATION: We recommend that the City Council of the City of Port Arthur award the bid for forty-three (43) n~w commercial collection comainers to Wastequip - May Fab of Beeville, Texas in the total amoum of $21,505. Funding is available in FY2002 Budget Account No. 403-1273-533.92-00. BACKGROUND: Each year the Public Works Department-Solid Waste Division purchases vav/ing numbers of new commerciaJ collection containers. Advertisement for bids were published in the Por~ Arthur News on March 24, 2002 and March 31, 2002. Six (6) bid packets were picked up by or sent to prospective bidders. Although Zerl s indicated that they could meet all specifications, their prices as on previous bids is the highest since their work is on a "custom" basis. The lack of exceptions on their part, when compared to those of the ,ther two (2) companies, is not a significant factor when weighed against the price difference. Of the five (5) exceptions, two (2) were significant in that Bryan proposed the use of their standard poly/riveted bottom rather than 10-gauge steel, and showed their 2-cubic yard and 4-cubic yard containers to have slant tops which were specified by us as not acceptable. The other three (3) exceptions were minor. Wastequip - May Fab took eight (8) exceptions, three (3) of those dealing with slight differences in container dimensions to equal the required cubic yard capacity and one (1) dealing with a different primer paint due to environmental reasons. The other four (4) exceptions, as with those listed here, are considered minor. The Public Works and Pumhasing staffs have reviewed the bids and have determined Wastequip - May Fab's bid to be the one that is to the best advantage of the City as to price and a product that will deliver the intended service. Wastequip - May Fab also has the shortest delivery time. BUDGETARY/FISCAL EFFECT Funds for the purchase of new commercial collection containers in the FY 2002 Public Works-Solid Waste Division were approved by the City Council in the amount of $40,000, of which $40,000 is currently unencumbered. Due to an aggressive effort to refurbish old containers at significantly less cost, the need for larger numbers of new containers has diminished over the last few years. EMPLOYEE/STAFF EFFECT None SUMMARY We recommend that the City Council of the City of Port Arthur award the bid for forty-three (43) new commercial collection containers to Wastequip - May Fab of Beeville, Texas in the total mount of $21,505. Funding is available in FY2002 Budget Account No. 403-1273-533.92-00. Fewer new containers are needed clue to our effort to refurbish old containers at less cost than new ones. Dave Brannon Gerald W.
