RECOMMENDATION
PR 11788 authorizes the City to reimburse Jefferson County for 20% (1/5) of the local match for the
General Land Office Grant which was used for the first phase of Pleasure Island shoreline stabilization
project.
BACKGROUND
On April 3, 2001 the Council adopted PR 01-89 which committed the City to the project, pending budget
approval. (The other entities that agreed to participate were the Pleasure Island Commission, the Jefferson
Comaty Navigation District, the Port of Port Arthur and the County.) The City provided total project
funding of $140,000 in the fiscal year 2002 budget. The first phase of the Pleasure Island project was
completed at a total cost of $1,486,379. The GLO funded 75% of the project, $1,114,784. The five
participating entities will fund $74,319 each.
BUDGETARY EFFECT
Funds are available in the Capital Improvement Budget Account 303-1603-591.81-00, CIP 201 in the
amount of $140,000.

A RESOLUTION AUTHORIZING REIMBURSEMENT OF
$74,319 TO JEFFERSON COUNTY FOR PHASE ONE OF
THE PLEASURE ISLAND SHORELINE STABALIZATION
PROJECT ACCOUNT 303-1603-591.81-00 CIP 201
WHEREAS, the City of Port Arthur, the Pleasure Island Commission, the Jefferson County
Navigation District and the Port of Port Arthur partnered with Jefferson County to share equally in the 25%
local match under a State of Texas General Land Office Grant of $1,432,000 dollars; and
WHEREAS, on April 3, 2001, the City Council adopted Resolution 01-89 approving the City's
participation in the project, and
WHEREAS, the grant was administered through Jefferson County and the first phase of the
stabilization project has been completed, at a total cost of $1,486,379, and Jefferson County has requested
reimbursement for 20% of the local match, $74,319, from the City.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council authorizes payment to Jefferson County in the amount of
$74,319.
Section 3. That a copy of this Resolution be spread upon the Minutes of the City Council.

Gentlemen:
Jefferson County, the City of Port Arthur, the Port of Port Arthur, the Pleasure Island Commission and
the Jefferson County Navigation District entered into a five-way partnership to fund the local portion of
the cost of the first phase of the Pleasure Island shoreline stabilization project. Each entity committed up
to $120,000 toward the local match.
The project total was $1,486,379, with the Texas General Land Office funding 75 percent, or $1,1 I4,784.
The local portion was $371,595, or $74,319 from each of the local partners.
Jefferson County has paid the contractors and received reimbursement from the state. I am writing to ask
that you take whatever steps are required to remit your organization's $74,319 portion, and to ask if your
organization would be amenable to leaving the remaining $45,681 already committed available for future
Pleasure Island shoreline work. Additional funding is available this cycle, if the five partners remain
committed to the project.
