INTEROFFICE
exasINTEROFFICE MEMORANDUM
Office of the Police Chief
Date: April 18, 2016
To: Brian McDougal, City Manager
From: Mark Blanton, Police Chief
Larry Richard, Fire Chief
RE: Proposed Resolution No. 19365
Nature of the Request:
Seek permission from City Council to make application for Fiscal Year 2016 Port Security
Grant funds in the amount of$600,000.
Staff Analysis, Considerations:
The Police and Fire Departments have identified communications equipment needs in the
police-fire dispatch center that match the Port Security Grant guidelines. The Police and Fire
Departments seek to purchase and upgrade the existing dispatch center (police and fire)
consoles to improve the efficiency of the existing Southeast Texas Regional Radio System.
This project directly benefits the citizens of Port Arthur by improving the critical
communications infrastructure of the Police and Fire Departments.
Recommendations:
The Police Department and Fire Department recommend that the City Council authorize the
City Manager to approve submission of the 2016 Port Security Grant project in the amount of
$600,000. The grant is 75% federally funded ($450,000) with a 25% ($150,000) local match
for a total of$600,000.
Budget Considerations:
There are no funds currently budgeted for this project. Should the grant be approved, funds
would need to be allocated from the upcoming FY 2016-17 budget.
