ABSTRACT NO. 40 AND THE BEAUMONT PASTURE COMPANY SURVEY,
ABSTRACT NO. 403, ALL OF "SCHOOL PROPERTY", LAMBERT ADDITION, CITY
OF PORT ARTHUR, JEFFERSON COUNTY, TEXAS (PROPERTY LOCATED NORTH
OF 12TH STREET BETWEEN 6TH A VENUE AND 8TH A VENUE).

BACKGROUND:
On April 18, 2016, The Planning and Zoning Commission approved the preliminary plat for
Edison Square - Phase I.
In accordance with Chapter 98, Section 98-182(c) of the Port Arthur Subdivision Ordinance,
"When a preliminary plat has been approved and thereafter the subdivider fails to file a final
plat of the subdivision ora section of such plat within a period of six months, the approval of
the preliminary plat shall expire and have no further force of effect... "
Therefore, application for final plat is being submitted for the Commission's consideration and
approval.
NATURE OF REQUEST:
The Planning and Zoning Commission is being asked to consider a final plat for Edison Square,
Phase I. The site is located north of 12`h Street, south of 14`h Street, and between 6`h Avenue
and 8`h Avenue. This subdivision is located in Planned Development District - 36 (PD -36),
which allows for MF, or Multi -Family Residential, development. This final plat divides the former
Edison school tract into lots for 2F, or Two -Family, duplex development, which was allowed by
right before the zoning was changed by City Council action on July 9, 2013. The entire
15.245 acre tract is surrounded by 2F zoning. The preliminary plat calls for the completion of
the public infrastructure (water, sanitary and storm sewer), other utilities, and the private streets
built to city standards. The final plat will be filed with the Jefferson County Clerk's Office.
Several pre -development meetings on this development plan and all city departments have
identified necessary changes and given approval of this final plat as submitted to the P&Z
Commission.

VII. STAFF REPORT
1. R. Burton, Director of Development Services and Beverly Freeman, Director of Housing and
Community Development are attending the Port Arthur E.D.C. Board Meeting to discuss
affordable housing opportunities in Port Arthur, TX.
2. Freese and Nichols, Inc. will make a presentation to City Council on May 17, 2016 regarding the
City's Comprehensive Plan, RESTORE Act Grant Application, and the adoption of the Downtown
Revitalization Plan.
