RECOMMENDATION
I recommend the City Council approve P.R. No. 19449 authorizing the City Manager to execute the
second year (first renewal) agreement with the option to renew for one (1) additional year with Crowder
Gulf of Theodore,Alabama for debris removal and emergency services for the City of Port Arthur, Texas.
BACKGROUND
It is in the best interest of the City of Port Arthur, Texas to have a service in place for debris removal and
emergency services in the event of an emergency or a disaster. Per Resolution 15-310, the City entered
into an agreement with Crowder Gulf for a one (1) year term, with the option of renewing for two (2)
additional one(1)year terms.
BUDGET/FISCAL EFFECT
Funding will be provided for in the appropriate disaster/emergency recovery project accounts.
STAFFING/EMPLOYEE EFFECT
None
SUMMARY
I recommend the City Council approve P.R. No. 19449 authorizing the City Manager to execute the
second year (first renewal) agreement with the option to renew for one (1) additional year with Crowder
Gulf of Theodore, Alabama for debris removal and emergency services for the City of Port Arthur, Texas.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE SECOND YEAR (FIRST
RENEWAL) OF THE AGREEMENT WITH CROWDER GULF OF
THEODORE, ALABAMA FOR DEBRIS REMOVAL AND EMERGENCY
SERVICES FOR THE CITY OF PORT ARTHUR IN THE EVENT OF AN
EMERGENCY OR DISASTER.
WHEREAS, it is deemed in the best interest of the City of Port Arthur to have a
service in place for Debris Removal and Emergency Services in the event of an
emergency or a disaster; and,
WHEREAS, per Resolution 15-310, the City entered into an agreement with
Crowder Gulf for a one (1) year term, with the option of renewing for two (2) additional
one (1) year terms; and,
WHEREAS, the City desires to enter into an additional one (1) year (first
renewal) agreement, with the option of renewing for one (1) additional year with
Crowder Gulf of Theodore, Alabama as delineated in Exhibit "A"; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct.
THAT, the City Manager is hereby authorized to execute a second year (first
renewal) of the contract with Crowder Gulf of Theodore, Alabama (attached as Exhibit
"A") for the Debris Removal and Emergency Services for City of Port Arthur with the
option to renew the contract for one (1) additional year.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

RENEWAL CONTRACT FOR DEBRIS REMOVAL AND EMERGENCY
SERVICES FOR THE CITY OF PORT ARTHUR, TEXAS
THIS AGREEMENT, made this day of , 2016, by and between
the City of Port Arthur, a municipal corporation organized under the laws of the State of
Texas, hereinafter called "OWNER" or "CITY", and Crowder Gulf a(n) corporation
herein acting by and through John Ramsey, President hereinafter called
"CONTRACTOR".
WITNESSED: That, for and in consideration of, the payment terms, conditions, and
agreements set forth herein, OWNER and CONTRACTOR agree as follows:
1. The City shall enter into a one-year renewal contract as optional per Resolution
No. 15-310.
2. The term of this Contract shall be from September 1, 2016 to August 31, 2017.
3. During the term of this Contract, the CONTRACTOR will furnish at his own
expense all of the materials, supplies, tools, equipment, labor, and other services
necessary to connection therewith, excepting those supplies specifically not
required of CONTRACTOR in the Specifications.
4. The CONTRACTOR agrees to supply the materials described in the specifications
and contract documents at the unit prices shown in the original bid.
5. The term "Contract Documents" means and includes the following:

5) Bides
6) Bidder's Information Sheet*
*These items were attached to the original letting contract. The agreement
only is included for this renewal.
6. This Agreement shall be binding upon all parties hereto and their respective
heirs, executors, administrators, successors, and assigns.
7. IN WITNESS WHEREOF, the parties here to have executed, or caused to be
executed by their duly authorized officials, this Agreement in two (2) copies,
each of which shall be deemed an original of the date first written above.
