HomeMy WebLinkAbout(08) JULY 6, 2016 SPECIAL MEETING SPECIAL MEETING — July 6, 2016 I. INVOCATION, PLEDGE & ROLL CALL Reverend Field gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, July 6, 2016 at 10:00 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem Raymond Scott, Jr.; Councilmembers Tiffany Hamilton, Keith Richard and Charlotte M. Moses; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. II. ITEM REQUIRING INDIVIDUAL ACTION A. RESOLUTIONS (1) P.R. No. 19435 — A Resolution Supporting An Application To The United States Coast Guard For The City Of Port Arthur To Be Designated As A "Coast Guard City" (Requested By Mayor Prince) The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Councilmember Hamilton and seconded by Councilmember Moses that Proposed Resolution No. 19435 be adopted. Interim Chairman of the Port Arthur Coastguard City Group Bill Worsham, 906 South Wind, appeared before the City Council to give an overview of the application process for the above-mentioned designation. Mr. Worsham also introduced the Port Arthur Coastguard City Group Committee members; Convention and Visitors Bureau Director Tammy Kotzer, Deputy Chief John Owens and Port Arthur International Seafarers Center President Doreen Bado. The following roll call vote was taken on the motion to adopt Proposed Resolution No. 19435: Councilmember Hamilton "Yes" Councilmember Richard "Yes" Councilmember Moses "Yes" Mayor Pro Tem Scott "Yes" Mayor Prince "Yes" Proposed Resolution No. 19435 was adopted becoming Resolution No. 16-188. The caption of Resolution No. 16-188 reads as follows: RESOLUTION NO. 16-188 A RESOLUTION SUPPORTING AN APPLICATION TO THE UNITED STATES COAST GUARD FOR THE CITY OF PORT ARTHUR TO BE DESIGNATED AS A "COAST GUARD CITY" (REQUESTED BY MAYOR PRINCE) B. ORDINANCES (1) P.O. No. 6559 — An Ordinance Canvassing The Returns And Declaring The Results Of The Runoff Election, Held On June 25, 2016 For The Purpose Of Electing A Mayor Una Ordenanza De Los Escrutinio De Los Retornos Y Declarando Los Resultados De La Segunda Vuelta Electoral, Llevada el 25 De Junio, 2016 Con El Proposito De Elegir Un Alcalde The City Manager introduced the above-mentioned Proposed Ordinance. The motion was made by Councilmember Hamilton and seconded by Councilmember Moses that Proposed Ordinance No. 6559 be adopted. The following roll call vote was taken on the motion to adopt Proposed Ordinance No. 6559: Councilmember Hamilton "Yes" Councilmember Richard "Yes" Councilmember Moses "Yes" Mayor Pro Tern Scott "Yes" Mayor Prince "Yes" Proposed Ordinance No. 6559 was adopted becoming Ordinance No. 16-41. The caption of Ordinance No. 16-41 reads as follows: ORDINANCE NO. 16-41 AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE RUNOFF ELECTION, HELD ON JUNE 25, 2016 FOR THE PURPOSE OF ELECTING A MAYOR UNA ORDENANZA DE LOS ESCRUTINIO DE LOS RETORNOS Y DECLARANDO LOS RESULTADOS DE LA SEGUNDA VUELTA ELECTORAL, LLEVADA EL 25 DE JUNIO, 2016 CON EL PROPOSITO DE ELEGIR UN ALCALDE Mayor Prince gave her farewell address. III. SWEARING IN OF NEWLY ELECTED OFFICIAL The City Secretary administered the Statement and Oath of Office to the newly elected Mayor, Derrick Freeman. Mayor Freeman gave his acceptance speech. IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Hamilton, seconded by Councilmember Moses and carried unanimously, the City Council adjourned their Special Meeting at 10:40 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
