Baaheth, St.,Interim Public Works Director RE: Proposed Resolution No. 19477 SUBJECT A resolution for the City Council to adopt a directive action for completion of Streets projects that were funded by the Texas General Land Office (GLO)Round 2.2. BACKGROUND Texas General Land Office (GLO) Round 2.2 has allocated the total of$8,883,616.00 for projects which were classified as Streets projects, Demolition projects, Flood and Drainage projects, and Water facilities. Out of all of the projects listed in Round 2.2, currently there are four (4) Street projects listed below which remain to be completed: • Bluebonnet Avenue(Phase II) (Gulfway Drive to 19th Street)this project requires additional city funds in the amount of$1,254,500.00 to complete • West 7th Street (MLK to Abe Lincoln) this project requires additional city funds in the amount of$700,000.00 to complete • West 8th Street(Foley Avenue to Joe Louis)this project requires additional city funds in the amount of$500,000.00 to complete • Woodworth Boulevard (7th Street to Thomas Blvd.) this project requires additional city funds in the amount of$1,100,000.00 to complete Based on a revised construction calculation and estimated budget, there is not enough funds remaining in the GLO budget to construct all of the remaining projects. RECOMMENDATION CONTINGENT UPON GLO APPROVAL Staff recommends that we prioritize the GLO funding in the following order: West 7th Street (MLK to Abe Lincoln, $700,000.00) and West 8th Street (Foley Ave to Joe Louis, $500,000.00) for a total amount of $1,200,000.00 be re-allocated towards the completion of the North section of Bluebonnet. "Remember we are here to serve the Citizens of Port Arthur" Further, for the new budget year, additional city funds in the amount of$439,437.72 will be budgeted in the Fiscal Year Ending (FYE) 2017 Budget year complete the Woodworth Blvd (7th Street to Thomas Blvd) drainage projects. Finally, West 7th Street (MLK to Abe Lincoln) and West 8th Street (Foley Ave to Joe Louis)will then become top priority for the city Streets program. As mentioned earlier, we need to be sure the GLO will concur with our recommendation and that process will probably take 3 —4 months to obtain approval.
