WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation
("PAEDC") requests to market and advertise Port Arthur as a place to do business on a global
market level highlighting our economic incentives and promoting these incentives nationwide so
that companies build and/or relocate to the Port Arthur area. Target Industry Prospects ("TIPS")
is a global company offering PAEDC direct contact with companies in Southern California that
are considering an expansion or relocation, and willing to consider Port Arthur, Texas as an area
to relocate or expand; and
WHEREAS, at its regular Board meeting on July 5, 2016,the PAEDC Board of Directors
voted to enter into a contract with TIPS to carry out their obligation to implement and develop a
direct marketing campaign for the sole purpose to arrange meetings with companies in Southern
California that are considering an expansion or relocation and willing to consider Port Arthur,
Texas as a potential location; and
WHEREAS, the cost for this targeted campaign with TIPS is $12,500 plus $500 per
qualified lead as shown in Exhibit "A". Based on Port Arthur's geographic location, TIPS will
emphasize our ability to move product faster and more cost effectively to recruit new companies
that fit the demand of our economy as well as our workforce.
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR,TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council approves PAEDC to enter into a contract attached
hereto as Exhibit"A" with TIPS in the amount of$12,500 plus $500 per qualified lead.
Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

THIS AGREEMENT, effective upon signing of contract, is between Target Industry Prospects of
iGroupsOnline, Inc., (hereinafter referred to as "TIP"), a California corporation, and the Port
Arthur EDC (Client).
WHEREAS, TIP agrees to provide marketing program to Client. WHEREAS, Client agrees to
retain the services of TIP, and to pay TIP immediately upon receipt of written invoice.
TIP will develop and implement the following direct marketing campaign to schedule and
arrange meetings with companies in Southern California that are considering an expansion or
relocation, and willing to consider Texas as a potential location.
Marketing Message & Design Development: TIP will work with client to develop the most
appropriate message that will highlight the benefits of relocating or expanding to Port Arthur
Texas specifically geared towards companies in Southern California. TIP will then create a
presentation theme and graphic design that best communicate the targeted message and present
Port Arthur Texas as the best alternative for companies interested in expanding or relocating
Micro site: The micro-site will contain a lead-capture component, enabling prospects to fill out
and submit a simple form for more information.
Email Newsletter: TIP will create a graphically enhanced, customized email newsletter
specifically geared toward companies. This email will be sent to key executives (Owner, VP,
Partner or CFO, GM) to 3-4 key executives in each company in Southern California The
interested recipient will fill out a form within the eNewsletter or use any of the other contact
methods available. These methods include a toll free telephone number and an email address.
If the party desires more information on their own, the eNewsletter also contains a link to the
micro-site.
Telemarketing/Lead Development: TIP will make direct phone contact with key executives
(Owner, VP, Partner or CFO, GM) of exhibitor companies to arrange face to face meetings.
Once TIP finds a qualified prospect, TIP will provide Client with a detailed report on the prospect
including the exhibitor's booth # name, title, physical address, phone number, e-mail address,
website, and any comments as well as schedule and arrange a face to face meeting
Qualified Meetings: TIP will work with Client to arrange specific times to meet with prospects
found through the email and telemarketing campaigns. The lead/meeting will be considered
qualified if it meets the following criteria: The contact person will be either a business owner or
key executive (e.g. CEO, President, CFO, SVP or VP). The contact person is considering
moving or expanding their business in the next 24 months and is willing to consider Port
Arthur Texas as an alternative.
Terms & Conditions of Payment: $12,500.00 plus $500.00 per qualified meeting; the goal is a
minimum of 8-10 meetings. Client to make the determination if the meeting was qualified or not

Introduction: Target Industry Prospects has been a leader in marketing strategies and lead generation for fifteen
years. We have successfully worked with many state, regional, county, and city economic development agencies.
The key to our success is our ability to research target industry companies and their key contacts. We use a
combination of numerous online directories and search engines to obtain these quality contacts. We research
each company to obtain up to four key executives' information such as name, title, physical address, phone
number, and e-mail address.
Microsite: We create a custom and responsive micro-site detailing the incentives and advantages your
organization has to offer specific target industries. The purpose of the micro-site is to provide specific information
to demonstrate your area is ideally suited for the prospect's specific wants and needs. For example micro-sites

Message: We work with you to develop the most appropriate brand and message to highlight the benefits of
relocating or expanding to your area. We then create a presentation theme and graphic design which best
communicate the targeted message and present your area as the best alternative for the target industries.We
then deliver that message via email directly to the computer or mobile device of up to four key executives per
company to request a meeting.
Vetting: We thoroughly vet each company to ensure:
1. Your targeted industry criteria is meet
2. The company is considering expansion or relocation within the next 2 years
3. The company will consider your geographic region
4. TIP is able to obtain as much detail as possible regarding expansion or relocation plans
• Company Information: We research the company's website and databases such as Hoovers, Linkedln, and others
in an effort to provide as much information as possible about each scheduled company.
Final Report: We provide a final report 7-10 days prior to your meetings with detailed information on each company;
see example on page 4-5.
Itinerary:We provide an itinerary with the date,time and location of each meeting; see example on page 6.
Assistance: We assign one associate to assist you during your meeting dates.This associate closely monitors the
email account and phone calls, should one of the meetings change or a new meeting is set, and will notify you
immediately.
We Produce Results: Our Focus Is On One Thing...Face-to-Face Meetings Which Produce Results...and
according to our clients, we're good at it. We truly go the extra mile to find those companies which actually have
expansion or relocation plans. To accomplish this, we send an initial email, two weeks later we send a follow up
email, and follow up on interested replies as they are received to begin the vetting process.

Trade Mission
1. Lead Development: We develop a list with a minimum of 3.000 C-level executives from companies
within the target industries located in the geographical area of your choice and have the highest potential
to be in expansion or relocation mode. We research each company using numerous databases, company
websites, LinkedIn, and more in order to find the following information of up to three key executives per
company: name, title, physical address, phone number, company website, and personal email address.
2. Marketing Branding and Message Development: We work with you to develop the most appropriate
brand and message to highlight the benefits of relocating or expanding to your area. We then create a
presentation theme and graphic design which best communicate the targeted message and present your
area as the best alternative for the target industries.
3. Microsites: We create a custom and responsive micro-site detailing the incentives and advantages your
organization has to offer specific target industries. The purpose of the micro-site is to provide specific
information to demonstrate your area is ideally suited for the prospect's specific wants and needs.

4. Message Delivery: We create a personalized e-mail message which includes a customized toll-free
number and embedded micro-site link. We then deliver that message via email directly to the computer or
mobile device of up to four key executives per company, with a minimum of 3,000 key executives, to
request a meeting at their office. The toll-free number is set up with your name to receive incoming calls,
but is monitored by TIP associates.
5. Telemarketing: We utilize in-house telemarketers; however, we resource and closely monitor US-based,
English-speaking professionals when necessary. We contact the select list of executives with the highest
potential and qualify each company to confirm they are in expansion or relocation mode and interested in
your region.
6. Qualified Meetings: We pre-qualify and schedule a face-to-face meeting for those who are interested
and meet the criterion of a qualified meeting. A qualified meeting is a company considering expansion or
relocation within the next two years, willing to consider your region. and willing to speak with you.
7. Final Deliverables:We provide two final deliverables, a company information report and an itinerary, and
map links for each day's meetings. The company information report contains the following for each
company: Company Name, Meeting date and time, Phone Number, Physical Address, Website, Year
Established, Annual Sales, Amount of Employees, Time Frame, Type of Project, Project Location, Job
Creation, Details of Type of Business; as well as the main contact's name, title, e-mail address, and
comments. The itinerary contains: Company Name. Meeting date and time, Main contact's name. title,
and phone number, and Company Website.
