NATURE OF REQUEST:
A resolution authorizing the execution of Community Development Block Grant contracts between the
City of Port Arthur and the nonprofit service organizations for public service activities in the amount of
$74,000 for the following organizations:
Gift of Life- $5,000
Nutrition and Services for seniors- $10,000
Catholic Charities- $27,000
Program of Health Excellence- $32,000
STAFF ANALYSIS CONSIDERATIONS:
The Department of Housing and Urban Development has awarded funding to the City of Port Arthur in
the amount of$1,018,036 pursuant to the Housing and Development Act of 1974 for the primary benefit
of low and moderate income person.
RECOMMENDATIONS:
I recommend that the City Council adopt Proposed Resolution 19496.
BUDGET CONSIDERATION:
Staffing level will remain unchanged.

RESOLUTION NUMBER
A RESOLUTION AUTHORIZING THE EXECUTION OF COMMUNITY
DEVELOPMENT BLOCK GRANT CONTRACTS BETWEEN THE CITY
OF PORT ARTHUR AND THE NON PROFIT SERVICE
ORGANIZATIONS FOR PUBLIC SERVICE ACTIVITIES IN THE
AMOUNT OF$74,000, THIS BEING$5,000 FOR GIFT OF LIFE; $10,000
FOR NUTRITION AND SERVICES FOR SENIORS; $27,000 FOR
CATHOLIC CHARITIES; AND $32,000 FOR PROGRAM OF HEALTH
EXCELLENCE FOR THE BENEFIT OF THE LOW AND MODERATE-
INCOME RESIDENTS OF THE CITY.
WHEREAS, the public services organizations were chartered as Texas non-profit
corporations that are organized to serve the needs of the citizens in the community; and,
WHEREAS, the Department of Housing and Urban Development has awarded funding
to the City in the amount of$1,018,036 pursuant to the Housing and Development Act of 1974
for the primary benefit of low and moderate income persons; and,
WHEREAS, the City Council now finds it desirable and appropriate to provide funds in
the amount of$74,000, being$5,000 for Gift of Life; $10,000 for Nutrition and Services for
Seniors; $27,000 for Catholic Charities; and $32,000 for Program of Health Excellence to benefit
low and moderate income residents of the city; and,
WHEREAS, the City Council, by its adoption of Resolution Number 16-106,
(authorizing submission of a 42nd Year Consolidated Plan)has obligated itself to provide
financial assistance to Port Arthur non-profit organizations listed; and,
WHEREAS, the City Council is required to designate an official to sign all documents in
connection with amendments to the applications and grant agreements; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Manager is authorized to execute contracts with the public service
organizations, in the amount of Seventy-Four Thousand and Dollars ($74,000) for the proposal
outlined herein and further described in the attached contracts marked Attachment 1 through 4;
and,
THAT said contracts are an exact duplicate of the Newly Federally funded Community
Development Block Grant subrecipient contracts, which are the standard contract that the city
will be using, and is hereby incorporated by reference, and said changes are hereby approved.
THAT a copy of the caption of this Resolution be spread upon the minutes of the City
Council.

2016 at a Regular meeting of the City Council of the City of Port Arthur Texas by the following
