Staff Analysis, Considerations: The Police and Fire Departments have identified communications equipment needs in the police-fire dispatch center that match the Port Security Grant guidelines. The Police and Fire Departments seek to purchase and upgrade the existing dispatch center (police and fire) consoles to improve the efficiency of the existing Southeast Texas Regional Radio System. This project directly benefits the citizens of Port Arthur by improving the critical communications infrastructure of the Police and Fire Departments. Recommendations: The Police Department and Fire Department request that the City Council approve the 2016 Port Security Grant award in the amount of $450,000. The grant is 75% federally funded ($450,000) with a 25%($150,000)"local match for a total of$600,000. Budget Considerations: There are no funds currently budgeted for this project. Should the grant award be approved, funds would need to be allocated from the upcoming FY 2016-17 budget. A RESOLUTION AUTHORIZING THE POLICE CHIEF AND FIRE CHIEF TO ACCEPT THE 2016 PORT SECURITY GRANT AWARD, WHICH IS 75% FEDERALLY FUNDED WITH A PROJECTED BUDGETARY MATCH OF $150 , 000 . 00 . FUNDING AVAILABLE IN POLICE DEPARTMENT EQUIPMENT ACCOUNT NO. 107-1118-521 . 92-00 WHEREAS, the Police Chief and Fire Chief were made aware in September 2016 that the City of Port Arthur' s 2016 Port Security Grant was accepted and the City was awarded $450, 000 in federal funds; and WHEREAS, the two departments have identified equipment needs that match the grant criteria; and WHEREAS, the Police and Fire Departments seek to purchase communication equipment to upgrade the existing dispatch center police and fire radio consoles to improve the Port Arthur Police and Fire Department' s public safety communications network; and WHEREAS, the Police and Fire Departments seek to upgrade and enhance the existing Southeast Texas Regional Radio System; and WHEREAS, the City Council of the City of Port Arthur finds it to be in the best interest on the citizens of Port Arthur to authorize acceptance of the aforesaid grant funds; and WHEREAS, the cost of all of the required communications system upgrades and enhancements for the grant application is estimated to be $600, 000; and WHEREAS, the grant is 75% federally funded ($450, 000) with a 25% ($150, 000) local match for a total of $600, 000; and WHEREAS, neither department has funds budgeted for this expenditure, and if the grant is approved, funding would have to be included in the upcoming FY 2016-2017 budget. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1 . That the facts and opinions in the preamble are true and correct . Section 2 . That the Police Chief and Fire Chief are authorized to accept the 2016 Port Security Grant award and to execute such others documents as necessary to accept the grant award. Section 3. That a copy of the caption of this resolution shall be spread upon the Minutes of the City Council . READ, ADOPTED AND APPROVED on this day of October, A.
