I. INVOCATION, PLEDGE & ROLL CALL
Mayor Pro Tern Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, October
18, 2016 at 4:07 p.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Derrick Freeman; Mayor Pro Raymond Scott, Jr.;
Councilmembers Tiffany Hamilton, Morris Albright, III, Keith Richard, Jr. and Charlotte
M. Moses; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney
Valecia Tizeno.
II. *CLOSED MEETING (EXECUTIVE SESSION)
Closed Meeting:
(1) Section 551.071 Government Code — To Discuss With The
City Attorney Potential Litigation Between The City Of Port
Arthur And The Port Of Port Arthur Navigation District Of
Jefferson County, Texas

City Attorney Potential Litigation Between The City Of Port
Arthur And Magna Properties, Ltd. & Tri-Con, Inc.

The City Council recessed their meeting at 4L09 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 5:47 p.m. with
the following members present: Mayor Freeman; Mayor Pro Tern Scott;
Councilmembers Hamilton, Albright, Lewis, Moses and Frank; City Manager McDougal;
City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Patrick Melvin.
III. ADJOURNMENT
Upon the motion by Mayor Pro Tem Scott, seconded by Councilmember Frank and
carried unanimously, the City Council adjourned their Special Meeting at 5:47 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
