RE: Proposed Resolution 19569
Nature of the Request:
Seek permission from City Council to apply for a 2016 Supplemental Environmental Project
(SEP) from BASF and the U.S. Environmental Protection Agency(EPA).
Staff Analysis, Considerations:
If this project is successful the Fire Department will receive approximately eight (8) Thermal
Imaging Cameras (TICs) and two (2) Self-contained Breathing Apparatuses (SCBAs). The
Department currently has 10 TICs that are well over 10 years old and in need of replacement.
There are funds budgeted to replace 2 TICs this year; the additional 8 units would allow the
entire fleet to be replaced and updated. Older SCBAs that have reached the end of useful life
are being replaced. The department expects to replace four (4) SCBAs included with the
purchase of the new fire engine.
Recommendations:
The Fire Department recommends approval of this resolution.
Budget Considerations:
There is no cost to the City for this project.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE FIRE CHIEF TO DO ALL
THINGS NECESSARY TO SECURE A SUPPLEMENTAL
ENVIRONMENTAL PROJECT (SEP) WITH BASF AND THE
U. S . ENVIRONMENTAL PROTECTION AGENCY (EPA)
WHEREAS, the Fire Chief was made aware on October 18,
2016 that BASF has proposed a Supplemental Environmental
Project (SEP) directed to benefit the Port Arthur Fire
Department; and
WHEREAS, the estimated amount of the SEP is $84 , 000;
and
WHEREAS, there is no cost to the City of Port Arthur;
and
WHEREAS , U. S. Environmental Protection Agency' s (EPA)
criteria for acceptance of a SEP is that it has to support
an initiative related to the program area in which it
occurred; and
WHEREAS, BASF has determined that emergency response
fits nicely with the elements of the Risk Management
Program; and
WHEREAS, the Fire Department has identified equipment
needs that match the SEP' s criteria; and
WHEREAS, the Fire Department intends to secure Thermal
Imaging Cameras (TICs) and Self-Contained Breathing
Apparatuses (SCBAs) with this SEP; and
WHEREAS, the City Council of the City of Port Arthur
finds it to be in the best interest on the citizens of Port
Arthur to authorize the Fire Chief to secure this SEP.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1 . The facts and opinions in the preamble are
true and correct .
Section 2 . The Fire Chief is authorized to do all
things necessary to secure this SEP from BASF and the EPA.
Section 3 . That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council .
