To: Brian McDougal, City Manager From: Armando Gutierrez, Jr., P.E., Director of Public Works Date: October 19, 2016 RE: Proposed Resolution No. 19563 RECOMMENDATION It is recommended that the City Council approve Proposed Resolution No. 19563 authorizing the purchase of a Rosco RB48 Road Broom in the amount of$66,641.25 from Associated Supply Company, Inc. of Beaumont, Texas under HGAC Contract No. EM06-15 for the Public Works Streets Division. BACKGROUND The Public Works Department desires to purchase a Rosco RB48 Road Broom from Associated Supply Company, Inc. of Beaumont, Texas through HGAC Cooperative Purchasing Program for the Streets Division, funding through the Equipment account. This equipment will replace an existing 1996 Road Broom which is non-operational. BUDGET/FISCAL EFFECT Funding available in account no. 001-1203-531.92-00 General Fund Account- Equipment. STAFFING/EMPLOYEE EFFECT None SUMMARY It is recommended that the City Council approve Proposed Resolution No. 19563 authorizing the purchase of a Rosco RB48 Road Broom in the amount of$66,641.25 from Associated Supply Company, Inc. of Beaumont, Texas under HGAC Contract No. EM06-15 for the Public Works Streets Division. "Remember we are here to serve the Citizens of Port Arthur" P.R. 19563 10/04/16 RESOLUTION NO. A RESOLUTION AUTHORIZING THE PURCHASE OF A ROSCO RB48 ROAD BROOM FROM ASSOCIATED SUPPLY COMPANY, INC. OF BEAUMONT, TEXAS, UNDER THE HGAC CONTRACT NO. EM06-15, FOR THE PUBLIC WORKS DEPARTMENT STREETS DIVISION IN THE AMOUNT OF $66,641.25. FUNDING AVAILABLE IN EQUIPMENT ACCOUNT NUMBER 001-1203-531.92-00. WHEREAS, the Public Works Department is recommending that the City Council authorize the purchase of a 2016 Rosco RB48 Road Broom from Associated Supply Co., Inc. of Beaumont, Texas through HGAC Cooperative Purchasing Program, for the Streets Division; and, WHEREAS, this purchase will replace Equipment #1272, 1996 Waldon Road Broom in the Streets Division; and, WHEREAS, funding will be provided through the General Fund Account - Equipment budgeted for this Fiscal Year 2017; and, WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission for the purchase contracts of the Commission; and, WHEREAS, per Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the HGAC Cooperative Purchasing Program; and, P.R. 19563 Page 2 WHEREAS, Associated Supply Co., Inc. of Beaumont, Texas, is an approved vendor through HGAC Cooperative Purchasing Program; and WHEREAS, the 2016 Rosco RB48 Road Broom shall be primarily used to remove soil material off streets and other pavement surfaces by brooming during construction or street maintenance; and, WHEREAS, a copy of the contract pricing worksheet for the equipment is attached as Exhibit "A"; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the Public Works Department is hereby authorized and directed to purchase a 2016 Rosco RB48 Road Broom from Associated Supply Co., Inc. of Beaumont, Texas through the Buyboard Cooperative Purchasing Program in the amount of $66,641.25; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
