INVOCATION, PLEDGE & ROLL CALL Mayor Pro Tern Scott gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Monday, November 14, 2016 at 3:09 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Derrick Freeman; Mayor Pro Tern Raymond Scott, Jr.; Councilmembers Tiffany Hamilton, Morris Albright, III and Willie "Bae" Lewis, Jr.; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Councilmember Charlotte M. Moses joined the Special Meeting at 3:21 p.m. Councilmember Osman Swati joined the Special Meeting at 3:38 p.m. Councilmember Keith Richard joined the Special Meeting at 4:01 p.m. Councilmember Kaprina Frank was absent from the Special Meeting. II. BOND WORKSHOP Discussion Of The City Of Port Arthur's Bond Issues: (1) City Council Discussion On Refinancing Opportunities And New Money Capacity, And To Seek City Council Consideration To Authorize Financial Advisor And Bond Counsel To Begin Preparing The Related Documentation To Return To Council For Formal Approval To Proceed First Southwest Representative Anne Burger appeared before the City Council to give a presentation regarding the above-mentioned refinancing opportunities. (2) City Council Discussion On Possible Tax Notes To Leverage 1/8 Cent Sales Tax For Street Improvements And Seek City Council Consideration To Authorize Financial Advisor And Bond Council To Proceed With Process And To Return To City Council With Bids For Consideration First Southwest Representative Anne Burger appeared before the City Council to give a presentation regarding the above-mentioned possible tax notes to leverage. III. ADJOURNMENT Upon the motion by Councilmember Hamilton, seconded by Councilmember Swati and carried unanimously, the City Council adjourned their Special Meeting at 4:20 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
