RESOLUTION NO.
A RESOLUTION IN SUPPORT OF OFFICER RICKEY ANTOINE TO
ENTER INTO A CONTEST TO BE ON THE DR. PHIL SHOW
(REQUESTED BY COUNCILMEMBER LEWIS)
WHEREAS, from the biggest cities to the smallest towns across the U.S. there are
good police officers who are taking the time to get involved and get to know and help the
community they serve; and
WHEREAS, as a long-time supporter of law enforcement it has been said that Dr.
Phil and the Dr. Phil Show "bleeds blue"; and
WHEREAS, Dr. Phil intends to shine a glaring light on these officers by holding a
contest for officers to be on a segment of the Dr. Phil Show titled "Know a Police Officer
Making a Difference", so he can meet and praise the officers who wake up every day and
willingly put themselves in harm's way so that the rest of us can be safer; and
WHEREAS, former City Councilmember Steven Mosely along with Chief Patrick
Melvin of the Port Arthur Police Department have nominated Officer Rickey Antoine to be a
contestant for the Dr. Phil Show; and
WHEREAS, Officer Rickey Antoine has been on the police force for numerous years
and has been a admirable public figure within the community throughout his entire career;
and
WHEREAS, having authored a weekly column in the local newspaper for the past
four years as well as a weekly radio show, Officer Antoine has taught over 20,000 licensed

and future drivers his "Drive Safe" presentation that highlights three areas on speeding,
safety belts, & distracted driving; and
WHEREAS, Office Antoine has made a real positive impact for Port Arthur by
keeping the streets safe with his passion for traffic safety; and
WHEREAS, the citizens of Port Arthur wish to share its positive experiences with
Officer Rickey Antoine doing positive things in the community by supporting and
nominating him to enter into the contest and win a spot of the Dr. Phil Show; and
WHEREAS, Officer Antoine humbly accepted the nomination and is asking anyone
who supports his nomination to send a letter to the Dr. Phil Show briefly explaining how
they think Officer Antoine is making a difference in the community; and
WHEREAS, if Officer Antoine is selected, this segment will shed a positive light on
the city of Port Arthur and all officers in the Southeast Texas area who are striving to make
a difference in their community by connecting with their local citizens.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That it is in the best interest for the city of Port Arthur to support
Officer Rickey Antoine in this endeavor.
Section 3. That a copy of this Resolution be sent to the Dr. Phil Show to show the
city of Port Arthur's support for Officer Rickey Antoine.
Section 4. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.

Dear Councilman Willie Bae Lewis:
Former City Council Member Steven Mosely has nominated me to be on a segment of
the Dr. Phil Show titled, "Know a Police Officer Making a Difference." This segment is to
highlight police officers in this country that have connected with their community in a
positive manner. They are looking for an officer that everyone in the community knows
and respects.
My career in law enforcement started in November of 2000. In 2006, I was awarded
"Officer of the Year" by my peers at the Port Arthur Police Department. In 2007, I was
chosen among all the men and women of the Port Arthur Police Department to head up a
one man traffic enforcement unit to deal with the overwhelming traffic complaints that
existed within the city. In 2008, I was awarded Traffic Officer of the Year for the entire
state of Texas by the Texas Department of Transportation. Also in 2008, Senator Ted
Poe read a letter of achievement and accommodation to the House Floor regarding my
traffic enforcement and the success I have made in getting drivers in the City of Port
Arthur to slow down.
In 2009, I initiated a program called "Drive Safe" to educate motorists of traffic laws in the
State of Texas. To date, I have successfully educated over 25,000 individuals with the
program, focusing on speeding, distracted driving, and proper seatbelt usage. My
program is requested by businesses, schools, churches, daycares. My Drive Safe
Program has also been added as a part of the curriculum for the local driving schools in
our area, causing me to influence all of our local teenage drivers before they get behind
the wheel.
When I was first assigned to the traffic enforcement unit in 2007, we had over 3500
wrecks and 17 fatalities. Those numbers have tremendously decreased, by as much as
50%; therefore I believe we are saving lives, one stop and one class at a time. In 2012,
contacted the Port Arthur News editor, Roger Cowles, in reference to bridging the
community with a weekly educational column in the paper called, "Ask a Cop," where
could answer questions regarding traffic laws in the State of Texas as well as city

ordinances of Port Arthur. This column has been wildly successfully, so much so, that it
branched into a weekly radio show called, "Ask a Cop: Live." I thoroughly enjoy
interacting with the public on a weekly basis, and I think the public has grown to
understand my passion for traffic safety and saving lives. It appears today that everyone
in Port Arthur and the surrounding community knows the name Officer Antoine.
In 2016, Buzz feed sent a reporter from New York to interview me about traffic citations
that I issued within the city of Port Arthur. This article received over 300,000 views online
from all over the world.
Supervisors have received over a thousand emails regarding the Drive Safe program
and how much they enjoyed and were positively affected by the seminar. The motorists
today now understand why I issue citations. It isn't for money, it is to save lives.
I humbly accepted the nomination and am asking anyone who supports his nomination to
send a letter to the Dr. Phil Show briefly explaining how they think I am making a
