To: Brian McDougal, City Manager From: Armando Gutierrez, Jr., P.E., Director of Public Works Date: December 1, 2016 RE: Proposed Resolution No. 19610 RECOMMENDATION It is recommended that the City Council approve Proposed Resolution No. 19610 authorizing the purchase of a street sweeper in the amount of$230,654.00 from Heil of Texas of Houston, Texas under HGAC Contract No. SW-04-16 for the Public Works Drainage Division. BACKGROUND The Public Works Department desires to purchase a Schwarze Model A7 Tornado Regenerative Air Street Sweeper from Heil of Texas of Houston, Texas through HGAC Cooperative Purchasing Program for the Drainage Division, funding through the Equipment account. This equipment will replace an existing 2003 Ford Elgin Street Sweeper which is non-operational. BUDGET/FISCAL EFFECT Funding available in account no. 001-1204-531.92-00 General Fund Account—Drainage Equipment. STAFFING/EMPLOYEE EFFECT None SUMMARY It is recommended that the City Council approve Proposed Resolution No. 19610 authorizing the purchase of a street sweeper in the amount of$230,654.00 from Heil of Texas of Houston, Texas under HGAC Contract No. SW-04-16 for the Public Works Drainage Division. A RESOLUTION AUTHORIZING THE PURCHASE OF A SCHWARZE MODEL A7 STREET SWEEPER FROM HEIL OF TEXAS OF HOUSTON, TEXAS, UNDER THE HGAC CONTRACT NO. SW-04-16, FOR THE PUBLIC WORKS DEPARTMENT DRAINAGE DIVISION IN THE AMOUNT OF $230,654.00. FUNDING AVAILABLE IN EQUIPMENT ACCOUNT NUMBER 001-1204-531.92-00. WHEREAS, the Public Works Department is recommending that the City Council authorize the purchase of a Schwarze Model A7 Tornado Regenerative Air Street Sweeper from Heil of Texas of Houston, Texas through HGAC Cooperative Purchasing Program, for the Drainage Division; and, WHEREAS, this purchase will replace Equipment #1489, a 2003 Street Sweeper in the Drainage Division (see Exhibit "A"); and, WHEREAS, funding will be provided through the General Fund Account - Equipment budgeted for this Fiscal Year 2017; and, WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contracts of the Commission for the purchase contracts of the Commission; and, WHEREAS, per Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the HGAC Cooperative Purchasing Program; and, P.R. 19610 Page 2 WHEREAS, Heil of Texas of Houston, Texas, is an approved vendor through HGAC Cooperative Purchasing Program; and WHEREAS, the Schwarze Model A7 Tornado Regenerative Air Street Sweeper shall be primarily used to remove organic and /or light trash material from street curb & gutter and other pavement surfaces by a broom-vacuum operation as part of the drainage maintenance; and, WHEREAS, a copy of the contract pricing worksheet for the equipment is attached as Exhibit "B"; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, the facts and opinions in the preamble are true and correct; and, THAT, the Public Works Department is hereby authorized and directed to purchase a Schwarze Model A7 Tornado Regenerative Air Street Sweeper from Heil of Texas of Houston, Texas, through the HGAC Cooperative Purchasing Program in the amount of $230,654; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
