Texas CITY ATTORNEY OSMAN SWATI CHARLOTTE MOSES KAPRINA FRANK NOTICE OF PUBLIC HEARING Notice is hereby given in accordance with Chapter 66, Article II, Sections 66-51 through 66-69 of the Code of Ordinances of the City of Port Arthur that the City Council of the City of Port Arthur will hold a public hearing on Tuesday, January 17, 2017 at 9:00 A.M. in the Port Arthur City Hall Council Chambers, 444 Fourth Street, to consider whether or not to issue a major pipeline permit to Northstar Port Arthur, LLC for the installation of a 24" diesel pipeline within the city limits of the City of Port Arthur, Texas. Date: January 4, 2017 To: Brian McDougal, City Manager From: Armando Gutierrez, Jr., P.E., Director of Public Works RE: Presentation Request by Jason Field, P.E. of Moffatt&Nichol Regarding KCSRR Corridor Safety Proposal Recommendation Presentation Only, no action required Background: The Kansas City Southern Railroad intends to expand their railroad capacity at the Port of Port Arthur by adding five additional railroad tracks. The expansion would cause more and longer traffic stops and waiting time at the railroad crossings. KCSRR has retained Moffatt & Nichol Engineers to design their railway expansion and the firm has assembled a proposal to the City called the KCSRR Corridor Safety Proposal to provide an alternative(s) to reroute traffic. This proposal consists of (but not limited to) streets crossing closures, safety feature improvements at remaining crossings, traffic signal upgrades and new/improved pedestrian crossings. KCSRR and the Texas Department of Transportation (TxDOT) will provide funding to help defray the cost of proposed changes and upgrades associated with the proposal. There are no residents located within 200 feet of this replacement. A map of the proposed pipeline construction and other information concerning this pipeline can be examined in the Engineering Department, City Hall, Port Arthur, Texas.
