ORDINANCE NO.
AN ORDINANCE AUTHORIZING THE RETIREMENT OF
POLICE CANINE "NIKO" AND TRANSFERRING THE
CANINE TO THE PERSONAL CARE OF SERGEANT
KRIS BONEAU.
WHEREAS, the Police Department has a police canine
known as Niko that has been in service for the City for the
past 8 years, and has been assigned to Canine Handler,
Sergeant Kris Boneau; and
WHEREAS, Niko has been very successful through the
years at tracking persons and detecting narcotics; and
WHEREAS, because of his age and a condition known as
degenerative joint disease, he is no longer capable of
performing the duties of a Police Canine and should be
retired from duty with the Police Department; and
WHEREAS, Sergeant Boneau has agreed to take possession
and ownership of Niko and assume all future expenses and
liability involved in the care and maintenance of the
canine; and
WHEREAS, it is deemed in the best interest of the City
to approve the retirement and transfer Niko to Sergeant
Boneau to personally care for and assume all responsibility
and future care and cost of ownership.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the
preamble are true and correct .
Section 2 . That the City Council hereby approves
the retirement and transfer of ownership of Niko to
Sergeant Kris Boneau, who agrees to assume all future
responsibility, ownership, cost, and care of the canine.
Section 3 . That Sergeant Boneau shall sign this
ordinance agreeing to the terms therein.

Section 4 . That a copy of the caption of this
Resolution be spread upon the Minutes of the City Council .
READ, ADOPTED, AND APPROVED on this day of
January, A.D. , 2017, at a Regular Meeting of the City
Council of the City of Port Arthur, Texas, by the following
