Freeman, Director of Housing &Neighborhood Revitalization RE: P.R. 19464- Amending Authorizing Execution of a Homebuyer Written Agreement Nature of the request: I recommend City Council adopt Proposed Resolution 19464 amending Resolution No. 16-248 as it pertains to updating the Homebuyer Written Agreement for the purchase of 1742 9th Street, Port Arthur,Texas 77640. Said authorization expired on November 30, 2016. Staff Analysis/Considerations: The City Council by authorization of Resolution Number 16-105 has obligated the City to provide homebuyers assistance to qualified persons/families of the city. Community Development Block Grant (CDBG) Program funds and HOME Investment Partnership (HOME) Program funds are allocated to the City annually to provide Homebuyers assistance activities in accordance with 24 Code of Federal Regulations Part 570 and Part 92. A homebuyer has been identified and certified and is eligible to receive up to$30,000 to assist with the purchase of a new construction home located at 1742 9th Street in Port Arthur,Texas. The funds will be used to assist with principal buy down and closing fees associated with the purchase of a home. Recommendation: I recommend the City Council adopt Proposed Resolution 19464 amending Resolution No. 16-248 as it pertains to updating the Homebuyers Written Agreement for the purchase of 1742 9th Street, Port Arthur,Texas, in the amount of up $30,000.00. Said authorization expired on November 30, 2016. Budget Consideration: Funding will be provided by the Federal HOME Program, account number 108-2141- 626.54-01, project number HE1504. R. 19464 1/9/2017--BAF/Housing RESOLUTION NUMBER A RESOLUTION AMENDING RESOLUTION NO. 16-248 AS IT PERTAINS TO UPDATING THE HOMEBUYER'S WRITTEN AGREEMENT FOR THE PURCHASE OF 1742 9T" STREET, PORT ARTHUR, TEXAS THROUGH THE CITY'S HOMEBUYER ASSISTANCE PROGRAM IN THE AMOUNT OF UP TO $30,000.00 WHEREAS, pursuant to Resolution No. 16-248, the City Council authorized the execution of a Homebuyer's Written Agreement for the purchase of 1742 9th Street, Port Arthur, Texas and said authorization has expired on November 30, 2016. WHEREAS, it has been requested that the City of Port Arthur amend Resolution No. 16-248 to extend time for execution of the closing documents to May 1, 2017. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. THAT the facts and opinions in the preamble are true and correct. Section 2. THAT the City Council hereby authorizes amending Resolution No. 16-248 to extend the closing documents to May 1, 2017. Section 3. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
