RECOMMENDATION
The Police Department recommends the City Council approve the contract
with Utility Associates Inc., of Decatur, Georgia to provide body cameras.
It is further recommended that the City Council approves the lease
agreement for these cameras through Lease Corporation of America of Troy,
Michigan in the amount of$146,618.87 per year for a period of 5 years.
BACKGROUND
The Police Department utilizes in-car cameras previously purchased through
Utility. Although these cameras are of good quality; however, they only
record what is seen directly in front of the police unit. With the value of
video in police incidents having become of nationwide importance, the
Police Department wishes to lease body cameras, which records a more
accurate picture of police incidents. The Police Department conducted
extensive research into this technology and after doing so, feels that Utility
has the best and most efficient product on the market. Utility is the sole
vendor and only software that is fully integrated with the current system
utilized by the Police Department minimizing additional costs related to
server compatibility, video storage and maintenance. By going through a
lease program, the City will receive that latest technology and software
updates from Utility and not have to re-visit the issue within the next five
years.

Funds are available for this project in account #001-1101-521.51-00.

SUMMARY

A RESOLUTION AUTHORIZING A FIVE (5) YEAR CONTRACT
WITH UTILITY ASSOCIATES, INC. OF DECATUR, GEORGIA,
THROUGH LEASE CORPORATION OF AMERICA FOR THE LEASE
OF BODY CAMERAS AND ACCESSORIES FOR POLICE OFFICERS
IN THE AMOUNT OF $146, 618. 87 PER YEAR; FUNDING IS
AVAILABLE IN ACCOUNT NO. 001-1101-521.51. 00.
WHEREAS, the Police Department is in need of
purchasing body cameras, to record Officers and citizens
action during police incidents; and
WHEREAS, Utility Associates Inc . is offering a
contract through Lease Corporation of America where
financing is available at a rate of $146, 618 . 87 per year
for a duration of (five) 5 years; and
WHEREAS, a copy of the contract pricing worksheet for
this equipment is attached as Exhibit A; and
WHEREAS, a letter of sole vendor and included product
description is attached as Exhibit B; and
WHEREAS, funds for this lease are available in account
number 001-1101-521 . 51-00; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the
preamble are true and correct .
Section 2 . That the Police Department is hereby
authorized and directed to lease body cameras and
accessories, from Utility Associates Inc . of Decatur,
Georgia through Lease Corporation of America at a rate of
$146, 618 . 87 per year for a duration of 5 years .
Section 3 . That a copy of the caption of this
resolution shall be spread upon the Minutes of the City
Council .

Please allow this letter to serve notice that Utility Inc.agrees to the following provisions as part of the contract for sale that the
Port Arthur Police Department intends to enter into with our Company:
1. Price Proposal:
a. Body Camera and Vehicle Communication Systems to Support 130 Officers and 80 Vehicles
b. Period of Agreement=5 Years
c. Total System Price,Inclusive of all Hardware,Software Licenses,Data Storage,Warranty,Support for Five
(5)Years for$689,796
i. Included in this proposal are two(2)BWCs per Officer for a stand by unit per Officer during times
of high usage. Total BWCs provided with this agreement=260 units
ii. Also included,at no additional cost,and in consideration of Port Arthur PD's long standing
partnership with Utility Inc.,all eighty(80)vehicles will be equipped with in-vehicle video to
complement the Rocket loT communications capabilities originally proposed.
d. Attachment A(Quote#1126)outlines the details of the price proposal,with part numbers and associated
quantities.
2. Bill of Materials Included with the Offer: As part of the lump sum price for Five(5)years,each system will include the
following:

For high-speed wireless video offload, Utility Inc.will provide two(2)Smart WayPointa. Normally,

$3,500/ea. See(6) below for details about Smart WayPoint connectivity.
3. Replacement Parts Pricing:

4. 100%Satisfaction Guarantee: All deployed hardware can be returned,provided it is in working condition,for a full
refund. Any unused portion of the software subscription will be refunded and pro-rated from the day of cancellation.
5. Optional Third-Party Financing: We have attached a third party financing option. Attachment B outlines the details of
this offer,given by Bevenco Inc.,Attn:Doug Beck,dated July 28,2016.
6. Network Connectivity Via Smart WayPoint(Utility Access Point): The Department is responsible for
maintaining power and internet connectivity to the provided Smart WayPoint(s). The Department has the
option of either(a)organizing an independent internet connection via its local provider with a minimum
upload speed of 50 Mbps,or, (b)connecting the Smart WayPoint to its own network. Upon execution of
the contract,as part of the deployment process,a network assessment will be conducted of the
Department's upload speed for the transmission of data to the GIS Compliant Cloud. In most cases,the
Department should budget for an increase to their upload speed with their local carrier.
