LEASE OF BODY CAMERAS AND ACCESSORIES FOR POLICE OFFICRES MEMORANDUM Port Arthur Police Department TO: Brian McDougal, City Manager FROM: Patrick Melvin, Police Administrator DATE: 1/24/17 Re: Proposed Resolution #19564 RECOMMENDATION The Police Department recommends the City Council approve the contract with Utility Associates Inc., of Decatur, Georgia to provide body cameras. It is further recommended that the City Council approves the lease agreement for these cameras through Lease Corporation of America of Troy, Michigan in the amount of$146,618.87 per year for a period of 5 years. BACKGROUND The Police Department utilizes in-car cameras previously purchased through Utility. Although these cameras are of good quality; however, they only record what is seen directly in front of the police unit. With the value of video in police incidents having become of nationwide importance, the Police Department wishes to lease body cameras, which records a more accurate picture of police incidents. The Police Department conducted extensive research into this technology and after doing so, feels that Utility has the best and most efficient product on the market. Utility is the sole vendor and only software that is fully integrated with the current system utilized by the Police Department minimizing additional costs related to server compatibility, video storage and maintenance. By going through a lease program, the City will receive that latest technology and software updates from Utility and not have to re-visit the issue within the next five years. BUDGET/FISCAL EFFECT Funds are available for this project in account #001-1101-521.51-00. WHEREAS, the Police Department is in need of purchasing body cameras, to record Officers and citizens action during police incidents; and WHEREAS, Utility Associates Inc . is offering a contract through Lease Corporation of America where financing is available at a rate of $146, 618 . 87 per year for a duration of (five) 5 years; and WHEREAS, a copy of the contract pricing worksheet for this equipment is attached as Exhibit A; and WHEREAS, a letter of sole vendor and included product description is attached as Exhibit B; and WHEREAS, funds for this lease are available in account number 001-1101-521 . 51-00; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1.
