Nature of Request:
I recommend City Council approve Proposed Resolution No. 19658, approving a Change Order
to the contract with Landmark Structures I, LP. of Fort Worth, Texas in the amount not to exceed
$128,000.00 for an upgrade to the coating system of the Terminal Road Elevated Storage Tank
and an extension of 69 days due to inclement weather.
Stag' nalysis/Considerations:
The 2.5 Million Gallon Elevated Storage Tank on Terminal Road will be the largest elevated
storage tank in the region. Staff recommends upgrading the coating system from the 10 year
average life expectancy, which was originally included in the contract, to a coating system with a
20-25 year life expectancy. This will be a small investment to delay recoating the tank up to two
times at a cost of more than$200,000.00/coating. The better coating system will also allow for a
Coast Guard approved logo on one side of the tank, and the Lamar State College Port Arthur
logo on the other side.
Recommendation:
Council approve Proposed Resolution 19658 approving a change order for the contract with
Landmark Structures I, LP. of Fort Worth, Texas, for the amount of$128,000.00 to upgrade the
coating system on the Terminal Road Elevated Storage Tank, and to extend the contract by 69
days due to inclement weather.
Budget Consideration:
Funds are available in account#429-1258-532.59-00; Project No. R16065.

A RESOLUTION AUTHORIZING THE CITY MANAGER
TO EXECUTE CHANGE ORDER NO. 1 TO THE
CONTRACT BETWEEN THE CITY OF PORT ARTHUR
AND LANDMARK STRUCTURES I, LP OF FORT WORTH,
TEXAS FOR THE TERMINAL ROAD ELEVATED
STORAGE TANK AND PUMP STATION PROJECT, BY
UPGRADING THE COATING SYSTEM, INCREASING
THE CONTRACT AMOUNT BY $128,000.00, TO A NEW
TOTAL OF $7,692,000.00 AND A TIME EXTENSION OF 69
DAYS DUE TO WEATHER DELAYS, FOR A NEW
COMPLETION DATE OF FEBRUARY 8, 2018; ACCOUNT
NO. 429-1258-532.59-00; PROJECT NO. R16065
WHEREAS, pursuant to Resolution No.12-062, City Council approved projects to
enhance water services for our industrial customers; and,
WHEREAS, pursuant to Resolution No. 16-065, City Council awarded a contract to
Landmark Structures I, LP, of Fort Worth, Texas, for the construction of the Terminal Road
Elevated Water Storage Tank and Pump Station; and,
WHEREAS, after further consideration, City Staff recommends upgrading the coating
system in order to extend the life of the water storage tank; and,
WHEREAS, due to inclement weather through the fall months of 2016, it has delayed
the construction by a total of 69 days; and,
WHEREAS, Arceneaux Wilson & Cole LLC, Project Engineers, has submitted Change
Order No. 1 (attached hereto as Exhibit "A") to the construction of the Terminal Road Elevated
Storage Tank, and Pump Station Project by increasing the contract amount by $128,000.00, and
extending the completion date by 69 days to the project; and,

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to
approve Change Order No. 1 to the contract with Landmark Structures I, LP of Fort Worth,
Texas, for upgrading the coating system, increasing the contract amount by $128,000.00, to a
new total of $7,692,000.00 and a time extension of 69 days due to weather delays, for a new
completion date of February 8, 2018.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

The following changes are hereby made to the CONTRACT DOCUMENTS:
1. Tank logo and coating system (Option 3) including Lamar State College Port Arthur and U.S.
Coast Guard logos with complete tank cone in color gloss system using TNEMEC Hydroflon 15+
year color and gloss retention complete system. TNEMEC Hydroflon system will include will
include a polyurethane intermediate coat and the Hydroflon finish coat on the entire exterior of
the tank.
Tank Logo & Ext. Paint Sys. 1 LS $128,000.00 [+] $128,000.00
2. 15-year material warranty for TNEMEC Paint System on the tank exterior. The 15-year material
warranty is valued at $20,000 for the TNEMEC Hydroflon finish coat and polyurethane
intermediate coat system on entire exterior tank. The warranty is to be paid for from the logo
allowance (see Bid Items) upon completion and acceptance of the completed tank.
