ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 14 OF THE CODE OF
ORDINANCES OF THE CITY OF PORT ARTHUR BY ADDING
TO ARTICLE I, SECTIONS 14-27 THROUGH 14-30,
ESTABLISHING THE POLICE CHIEF ADVISORY COMMITTEE.
WHEREAS, Patrick Melvin, Chief of Police, requests the organization of the
Police Chief Advisory Committee be created to enhance citizen understanding,
communication and cooperation between the police department and the community; and,
WHEREAS, it is requested that the Committee be composed of eighteen (18)
citizens appointed by the Mayor and City Council; and,
WHEREAS, the Committee will act in an advisory capacity to the chief of police;
and,
WHEREAS,the duties and the responsibilities of the Committee shall include:
• Assisting the police department in achieving a greater understanding of
complex police community issues;
• Studying, examining, and recommending methods and approaches to
develop an active citizen-police partnership in the prevention of crime;
• Promoting cooperative citizen-police programs and approaches in
order to resolve community crime problems, and/or legislation that
will enhance cooperation among citizens and the police department;
• Receiving information concerning police department programs,
services, and operations;

• Acting as liaison between the community and the police department on
matters addressed by the committee;
• Participating in meaningful dialogue and providing meaningful input
related to the objectives of the committee;
• Assuming other tasks or duties to facilitate the accomplishment of the
committee objectives, and,
WHEREAS, it is deemed in the best interest of the citizens of Port Arthur to
adopt this ordinance establishing the Police Chief Advisory Committee.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That Chapter 14 "Boards, Authorities, Commissions and
Committees", Article I of the City Ordinances of the City of Port Arthur, is hereby
amended by adding Sections 14-27 through 14-30, as delineated in Exhibit A.
Section 3. That the City Council does hereby agree to establish the Police
Chief Advisory Committee composed of eighteen (18) citizens appointed by the Mayor
and City Council.

ARTICLE I. POLICE CHIEF ADVISORY COMMITTEE
Sec. 14-27. Created.
There is created a Police Chief Advisory Committee. The committee shall be
comprised of eighteen members. Each council member and the mayor shall appoint two
members to the committee. Vacancies shall be filled by the city council member serving
in the position making the original appointment for the unexpired term. Members of the
Police Chief Advisory Committee shall serve without compensation, and all members of
such committee shall be subject to removal at the will and pleasure of the city council.
Members shall be appointed for a one year term.
Sec. 14-28. Duties.
The duties of the Police Chief Advisory Committee shall be advisory in nature to
the Police Chief. Its duties, among others, shall be to:
• Assisting the police department in achieving a greater understanding of
complex police community issues;
• Studying, examining, and recommending methods and approaches to
develop an active citizen-police partnership in the prevention of crime;
• Promoting cooperative citizen-police programs and approaches in
order to resolve community crime problems, and/or legislation that
will enhance cooperation among citizens and the police department;
• Receiving information concerning police department programs,
services, and operations;
• Acting as liaison between the community and the police department on
matters addressed by the committee;

• Assuming other tasks or duties to facilitate the accomplishment of the
committee objectives.
Sec. 14-29 Powers.
The Police Chief Advisory Committee shall meet once per month or as required
by the chairman, police chief, or city manager. Since the committee is advisory in nature,
a quorum of members is not required to conduct business.
Se. 14.-30 Administration.
The Police Chief shall administer this article and advise the committee on matters
submitted to it.
