RE: Proposed Resolution 19665
Nature of the Request:
The Fire and Police Departments recommend that the City Council approve Proposed
Resolution 19665 authorizing support to the Fire and Police Departments to move forward
with Acadian EMS and establish Police, Fire, and Emergency Medical Services Explorer
programs (requested by Councilmember Moses).
Staff Analysis, Considerations:
The Fire and Police Department both see the establishment of these Public Safety focused
programs as a terrific recruiting tool for potential future employees. These programs are also
considered a means to provide the public with a better understanding of what we as public
servants do for them.
This is not simply a recruiting, public relations, or outreach effort. The underlying goal is to
positively motivate and mentor participant youth and introduce them to life and career
options they may otherwise not explorer nor consider.
The Fire and Police Departments have already been in contact and are working with both the
PAISD and the Boy Scouts of America to identify potential participants and research the
necessary measures needed to establish Explorer Posts. Acadian EMS has a corporate history
of supporting Explorer Posts in Louisiana and has offered to partner with the Fire and Police
Departments in establishing Posts in Port Arthur.
Recommendations:
Both the Fire and Police Departments recommend approval of this resolution. It is the
position of both the Fire and Police Department that this endeavor is a great opportunity for
the youth of Port Arthur and it will also benefit the community as a whole over time.

Budget Considerations:
The costs associated with establishing and maintaining these programs and identifying
potential external funding sources is still being evaluated. Any funding to support these
programs will need to be approved through the budget process or authorized by a future
Council action.

A RESOLUTION TO SUPPORT ESTABLISHING POLICE, FIRE, AND
EMERGENCY MEDICAL SERVICES EXPLORER PROGRAMS (REQUESTED
BY COUNCILMEMBER MOSES)
WHEREAS, the Boy Scouts of America has established the Exploring program to provide
exciting activities and one-on-one mentorship for youth looking to discover their future; and,
WHEREAS, the Port Arthur Fire Department, Port Arthur Police Department, and Acadian
Emergency Medical Services have partnered with the Port Arthur Independent School District to
bring exploring to the students of Port Arthur; and,
WHEREAS, Exploring delivers character-building experiences and mentorship that allow
youth to achieve their full potential in both life and work; and,
WHEREAS, Exploring helps shape the workforce of tomorrow by engaging and mentoring
today's youth in career and life-enhancing opportunities; and,
WHEREAS, Exploring brings businesses and community leaders together to help young
people reach their full potential; and,
WHEREAS, the Port Arthur City Council sees the incredible value this opportunity will
provide to the youth of Port Arthur; and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR:
THAT, the facts and opinions in the preample are true and correct.
THAT, the City Council pledges its full and complete support to the Port Arthur Fire and
Police Departments to move forward with Acadian Emergency Medical Services and establish
Police, Fire, and Emergency Medical Services Explorer programs.
THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City
Council of the City of Port Arthur.
