RE: Proposed Resolution 19687
Nature of the Request:
The Fire and Police Department request that the City Council approve Proposed Resolution
19687 authorizing the City to apply for the FY 2017 State Homeland Security Grant Program
(SHSP) and Law Enforcement Terrorism Prevention Program (LETPP) to purchase special
operations support equipment for the use by the Fire Department Hazardous Materials
Response Team, Fire Department Public Safety Dive Team, and Police Department SWAT
personnel. The expect cost of this equipment should not to exceed $101,387.60. The total
cost of this purchase will be funded with 2017 SHSP grant funds. There is not a cash match
required with this grant opportunity.
Staff Analysis, Considerations:
The Police and Fire Departments have identified gaps in their threat protection capabilities
through the Threat and Hazard Identification and Risk Assessment process. The SHSP-
LETPP grants are designed to assist local governments with funding to address
improvements to their risk profile. The purchase of the Hazardous Materials monitoring and
detection equipment will close identified gaps in the Department's ability to identify
radiological, biological, and chemical threats. The dry suit protective ensembles for the
Public Safety Dive Team will protect the Department's dive team when they operate in
contaminated water. The SWAT hands-free tactical radio microphones and headsets sustain
interoperable communications capability and enhance officer safety.
Recommendations:
The Fire and Police Departments recommends approval of this resolution. These items are
needed for the Fire and Police Departments to address Homeland Security needs and improve
the City's risk profile.
Budget Considerations:
The total cost of this purchase is $101,387.60. There is no budget impact associated with this
purchase. Grant funds cover 100% of the purchase cost.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO MAKE
APPLICATION FOR FISCAL YEAR 2017 STATE HOMELAND
SECURITY PROGRAM-LAW ENFORCEMENT TERRORISM
PREVENTION PROGRAM (SHSP-LETPP) FUNDING.
WHEREAS, the Southeast Regional Planning Commission
advised the FY 2017 State Homeland Security Grant Program
(SHSP) and Law Enforcement Terrorism Prevention Program
(LETPP) allocation for the City of Port Arthur is pending; and
WHEREAS, in order to receive the aforesaid allocation, it
is necessary that the Police Department make application
through the Homeland Security Grants Division (HSGD) system
and Law Enforcement Terrorism Prevention Program (LETPP) ; and
WHEREAS, the Fire and Police Departments are in need of
additional Special Operations Equipment (Hazardous Materials
Radiological, Biological, and Chemical Detection Equipment,
Protective Ensembles for the Public Safety Dive Team and SWAT
Hands-Free Tactical Radio Microphones and Headsets) to
increase the efficiency of their emergency response
capabilities ; and
WHEREAS, the SHSP-LETPP Grant is 100, funded and the 2017
funds have not yet been allocated; and
WHEREAS, the Application deadline is February 28 , 2017
and the Police Department has already begun the application
process based on anticipated funding estimates of $101, 387 . 60 ;
and
WHEREAS, the Fire and Police Department will adjust final
equipment purchase totals not to exceed the amount of the
final grant allocation; and
WHEREAS, The City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Fire and
Police Department Special purchase and field the afore,
mentioned Operations Equipment upon the receipt of FY 2017
SHSP-LETPP funding; and
WHEREAS, City Council agrees that in the event of loss or
misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to make
application to the Office of the Governor for Fiscal Year 2017
State Homeland Security Program-Law Enforcement Terrorism
Prevention Program (SHSP-LETPP) funding for Fire and Police
Department Special Operations Equipment in the amount of
$101, 387 . 60 .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .

City of Port Arthur, Texas, by the following vote :
