Our department has been allocated $12,000 by the State. Staff Analysis, Considerations: Law Enforcement officials statewide are participating in the "Click It or Ticket" campaign to increase seat belt use. From May 23rd to June 5th, Texas Law Enforcement officers will increase their efforts to ticket drivers and passengers not wearing their seat belts. The City of Port Arthur has been allocated $12,000. All hours worked and activity conducted in furtherance of the "Click It or Ticket" campaign will be compensated through the program. These activities are recorded and reported to TXDOT. Recommendations: The Police Department recommends that the City Council supports the Texas Department of Transportation 2017 Memorial Day "Click It or Ticket"program. Budget Considerations: This program has no matching funding requirements. A RESOLUTION AUTHORIZING THE CITY OF PORT ARTHUR TO SUPPORT THE FISCAL YEAR 2017 TEXAS DEPARTMENT OF TRANSPORTATION MEMORIAL DAY "CLICK IT OR TICKET" PROGRAM IN THE AMOUNT OF $12 , 000 . 00 (NO MATCH REQUIRED) WHEREAS, the City Council and the City of Port Arthur are dedicated to maintaining the highest degree of safety for the motoring public in Port Arthur; and WHEREAS, the Texas Department of Transportation advised the FY 2017 Memorial Day `Click It or Ticket" Program allocation for the City of Port Arthur is $12, 000; and WHEREAS, a front passenger or driver of a vehicle has a 70% higher chance of surviving a crash when wearing a seat belt and rear passengers who use a lap and shoulder belt are 44% more likely to survive in a crash than unrestrained passengers in passenger vehicles and 73% more likely in passenger vans and sport utility vehicles; and WHEREAS, the Memorial Day "Click it or Ticket" campaign is 100% funded by the Texas Department of Transportation which would allot funds for Port Arthur Police Officers to increase traffic enforcement in problem traffic areas in order to reduce traffic accidents and the injuries and fatalities associated with these accidents . NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council and the City of Port Arthur supports the Fiscal Year 2017 Memorial Day Texas Department of Transportation "Click It or Ticket" Program in the amount of $12 , 000 (no match required) . Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council . Part of a national mobilization effort to increase safety belt use, CIOT uses a proven combination of highly visible enforcement and intense public awareness campaigns over a two-week blitz period during the Memorial Day holiday period. The goal of CIOT is to save lives and reduce injuries resulting from motor vehicle crashes. Television, radio, print, and billboard advertising aimed at raising awareness of safety belt laws and the consequences of not buckling up begins in late April and continues through early June. If selected to participate in the two-week CIOT campaign, law enforcement agencies must conduct the following activities: • Pre-Surveys • Pre-Media Campaign • Enforcement Effort • Post-Surveys • Post-Media Campaign Matching local funds are not required for this grant. Grant funding is determined using crash data reported by the grantee's agency to Crash Records Information System (CRIS). Funds are weighted and averaged against all crash data collected throughout the state and distributed accordingly.
