Nature of the Request
The Police Department is seeking from City Council support of acceptance of the Texas
Department of Transportation 2018 Selective Traffic Enforcement Program (S.T.E.P.)
grant. Our department has been allocated $44,000 by the State.
Staff Analysis, Considerations:
Selective Traffic Enforcement Program (STEP) projects reimburse for overtime activities
by local law enforcement to reduce the incidence of speeding, failure to use occupant
restraint systems, intersection traffic control violations, driving while intoxicated, and/or
driving under the influence of alcohol by a minor. All hours worked and activity conducted
in furtherance of the S.T.E.P. campaign will be compensated through the grant. These
activities are recorded and reported to the Texas Department of Transportation.
Recommendations:
The Police Department recommends that the City Council support acceptance of the Texas
Department of Transportation 2018 S.T.E.P. allocation for the City of Port Arthur.
Budget Considerations:
This grant funding has a 20% in-kind match of$8,800. The in-kind match will be met by
using employee fringe benefits, vehicle mileage, and administrative functions.

A RESOLUTION SUPPORTING ACCEPTANCE OF THE 2018 TEXAS
DEPARTMENT OF TRANSPORTATION SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM (S.T.E.P. ) ALLOCATION IN THE
AMOUNT OF $44, 000 . 00, WITH A 20% IN-KIND MATCH.
WHEREAS, the Texas Department of Transportation advised
the FY 2018 Selective Traffic Enforcement Program allocation
for the City of Port Arthur is $44 , 000 ; and
WHEREAS, in order to receive the aforesaid allocation, it
was necessary that the Police Department to submit an
application through the Texas Department of Transportation;
and
WHEREAS, the purpose of the program is to reduce the
incidents of speeding, failure to use occupant restraint
systems, intersection traffic control violations, driving
while intoxicated, and/or driving under the influence of
alcohol by a minor; and
WHEREAS, the Selective Traffic Enforcement Program are
waves of campaigns centered on high-traffic holiday periods;
and
WHEREAS, the Selective Traffic Enforcement Program Grant
allocation of $44 , 000 requires a 206 in kind match of $8, 800 ,
which will be met by using employee fringe benefits, vehicle
mileage, and administrative functions .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Council supports acceptance of
the Fiscal Year 2018 Texas Department of Transportation
Selective Traffic Enforcement Program (S .T. E . P. ) in the amount
of $44 , 000, with a 206 in-kind match of $8, 800 .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .

SELECTIVE TRAFFIC ENFORCEMENT PROGRAM
The goal of the Selective Traffic Enforcement Program (STEP) is to reduce
fatalities on Texas roadways. Texas leads the nation in traffic fatalities and
injuries year after year.
STEP Waves grants fund overtime enforcement for:
• Occupant Protection (Seatbelts)*
• DWI*
• Speed
• Distracted Driving (if applicable for your city/county)
*required
STEP Waves are campaigns centered on high-traffic holiday periods.
Participants may design their own enforcement program based on their
specific community's traffic problems. The grant has five predetermined
periods (70 days/10 weeks):
• Thanksgiving (11/17/17 - 11/28/17)
• Christmas/New Year's (12/15/17 - 12/31/17)
• Spring Break (3/1/18 - 3/19/18)
• Memorial Day (5/22/18 - 6/4/18)
• Labor Day (8/17/18 - 9/3/18)
Grant funding is determined using a rolling three-year average of fatal and
serious crash data reported by the grantee's agency to Crash Records
Information System (CRIS). Funds are weighted and averaged against all crash
data collected throughout the state and distributed accordingly.
