Background: As required by FTA regulations a Public Hearing will be held on May 23rd at 6:15 p.m. in the City Council Chambers at City Hall 444 Fourth Street, Port Arthur, Texas. Budget Impact: This should allow Port Arthur Transit to increase their revenue. Recommendation: It is recommended that City Council approve this resolution as discussed and/or outline above. A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER A CHANGE IN TRANSIT FARE SERVICE LEVELS. WHEREAS, the Federal Transit Administration requires that a public hearing be held prior to any major changes in routes; and, WHEREAS, A change in service of 25 percent or more in the number of transit route miles of a route is being considered; and the establishment of a new transit route is being considered; WHEREAS, the description of the changes is attached as Exhibit A. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT, pursuant FTA regulations a public hearing to consider the changes of the Port Arthur Transit Department will be held on May 23rd at 6:15 p.m. in the City Council Chambers at City Hall 444 Fourth Street, Port Arthur, Texas. THAT, the City Secretary shall cause a notice to be published in the official newspaper of the City at least 10 days prior to the hearing date. THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council. -1- P.R. "The Elimination of the Current Route 4" (Which duplicates the Route 3 bus). Both routes serve Gulfway Drive and the West end of Port Arthur. (Ridership in this area has been reduced with the destruction of the Apartment Complex on the West End. No service will be lost with this change as all areas will continue to be served with 1 hour frequency. "Restructuring Service on Route 5 and Route 6" This change will add service on the North side of Port Arthur, which is currently our busiest routes, serving both Super Wal-Mart's, Super HEB, Central Mall, Regional Medical Center, and the new Christus Southeast Texas Outpatient Center. We will now serve Twin City Highway from Highway 365 to Rt.73 Service Road. All areas will now be served hourly. The Public hearing will offer an opportunity for interested persons and agencies to comment on the proposal. The hearing will also afford the opportunity for interested persons to be heard on the social, economic, and environmental aspects of the proposal. Implementation of the recommended projects will proceed pending the outcome of the public hearing process, Port Arthur City Council approval.
