RE: P.R. No. 19834—Authorizing use of an RV as temporary housing
Introduction:
The intent of this Agenda Item is to seek authorization from City Council to allow the use of a
Recreational Vehicle as temporary housing for a person with special needs.
Background:
Mr. Joe Cardinal has requested approval to use a FEMA provided recreational vehicle as
temporary housing at 5521 Tremont Street in Sabine Pass, Texas. Mr. Cardinal lost his home
due to foreclosure on a technicality and his advancing age and physical condition require that
he continue to reside in Sabine Pass to be near friends and his church.
Budget Impact:
N/A
Recommendation:
It is recommended that City Council authorize the use of a recreational vehicle as temporary
housing for Mr. Joe Cardinal residing at 5521 Tremont Street, Sabine Pass, Texas.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE USE OF A
RECREATIONAL VEHICLE AS TEMPORARY LIVING
QUARTERS PURSUANT TO SECTION 58-122 OF THE CODE OF
ORDINANCES (REQUESTED BY COUNCILMEMBER LEWIS)
WHEREAS, Section 58-122 of the Code: of Ordinances provides that upon approval
of the City Council a Recreational Vehicle may be used as temporary housing; and,
WHEREAS, Mr. Joe Cardinal has requested approval to use a FEMA provided
recreational vehicle as temporary housing at 5521 Tremont Street in Sabine Pass because he
meets the requirements of Section 58-122 subsection 2 of the Code of Ordinances; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT the City Council of the City of Port Arthur does hereby authorize the
placement of a FEMA recreational vehicle at 5521 Tremont Street for use as temporary
living quarters for a period up to 180 days; and,
THAT if Mr. Cardinal wishes to stay in the FEMA trailer longer than 180 days, he
must seek an extension from the City Council as delineated in Section 58-122 of the Code of
Ordinances.
READ,ADOPTED AND APPROVED this day of July A.D., 2017 at a
Regular Meeting of the City Council of the City of Port Arthur, Texas by the following votes:
