Background: Council approved Resolution 17-023 on 1/31/17 for the Police Department to enter into a contract with Utility Associates, Inc for the lease of body cameras for officers. As part of that agreement, Utility agreed to provide a limited number of uniforms for the officers. The equipment required as part of the uniform is causing the police department to change the current uniform. Miller Uniforms & Emblems is a Buyboard vendor that provides for government pricing. The Police Department is requesting to purchase uniforms to properly outfit officers with the necessary allotment of required uniforms. Budget Impact: Funds for this purchase are provided in 001-1101-521.26-00 Recommendation: It is recommended that City Council approve the City Manager to purchase uniforms from Miller Uniforms& Emblems for the police department for a total of$65,554.90, as discussed and/or outline above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE UNIFORM ITEMS FOR THE POLICE DEPARTMENT FROM MILLER UNIFORMS & EMBLEMS OF AUSTIN, TEXAS, THROUGH BUYBOARD CONTRACT NO. 524-17, WITH A PROJECTED BUDGETARY IMPACT OF $65,554.90; FUNDING AVAILABLE IN POLICE UNIFORM/CLEANING ACCOUNT NO. 001-1101-521.26-00. WHEREAS, Resolution 17-023 was passed on January 31, 2017, for the lease of body cameras through Utility Associates, Inc. for police officers; and WHEREAS, the existing uniforms of the Port Arthur Police Department are not designed to permit officers to wear body cameras and thus, new uniforms are required; and WHEREAS, Utility Associates, Inc. is providing a limited number of uniforms for officers through its contract (two vest carriers or 4 duty shirts see Exhibit "A"); and WHEREAS, Millers Uniforms & Emblems, a Buyboard vendor, has provided the police department a quote for the additional uniforms needed to properly outfit officers with the necessary allotment of required uniforms in order to wear body cameras, attached hereto as Exhibit "B". NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager is hereby authorized to purchase uniform items for the police department from Miller Uniforms & Emblems, through Buyboard Contract No. 524-17, with a projected budgetary impact of $65,554.90. Section 3. That this purchase is contingent upon the Port Arthur Police Association executing a Memorandum of Understanding (P.R. No. 19840) agreeing that this is a one-time expenditure by the City and that this in no way affects, modifies, alters, nullifies, or changes Article 36 of the Collective Bargaining Agreement between the City of Port Arthur and the Port Arthur Police Association. Section 4. That a copy of the Resolution shall be spread upon the Minutes of the City Council.
