RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE
PORT ARTHUR POLICE ASSOCIATION (PAPA) FOR A ONE-TIME
EXPENDITURE OF UNIFORMS
WHEREAS, the Port Arthur Police Department (PAPD) has made a decision to
change the uniform of its police officers so that they may be equipped with body
cameras; and
WHEREAS, the existing uniforms of the Port Arthur Police Department
(PAPD) are not designed to permit officers to wear body cameras and thus, new
uniforms are required; and
WHEREAS, the PAPD has made a decision to change the uniform of the
police officers so that they may be properly equipped with body cameras; and
WHEREAS, the Port Arthur Police Association (PAPA) and the City mutually
agree that it is a benefit to the members of PAPA and the City for PAPD officers to be
equipped with body cameras; and
WHEREAS, the City of Port Arthur, at its sole cost and expense, has agreed
to provide all PAPA officers with five new pairs of uniform pants, four new long
sleeve, and five new short sleeve uniform shirts that are designed to accommodate a
body camera; and
WHEREAS, the Memorandum of Understanding (MOU) between the City and
the PAPA, in substantially the same form as attached hereto as Exhibit "A', the
parties agree that this is a one-time expenditure by the City and that this in no way
affects, modifies, alters, nullifies, or changes Article 36; entitled "Clothing and

Equipment" of the Collective Bargaining Agreement between PAPA and the City with
the effective date of October 1, 2015 through September 30, 2018.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council authorizes the City Manager to enter into a
Memorandum of Understanding (MOU) with the Port Arthur Police Association
(PAPA), in substantially the same form as attached hereto as Exhibit "A".
Section 3. That a copy of the Resolution shall be spread upon the Minutes of
the City Council.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding (MOU) is made between the Port Arthur Police Association
(PAPA) and the City of Port Arthur (COPA). The COPA has made the decision to change the
uniform of Port Arthur Police Department (PAPD) officers so that they may be equipped with
body cameras. The existing uniforms of the PAPD are not designed to permit officers to wear
body cameras and thus, new uniforms are required.
During negotiations of the Collective Bargaining Agreement between the PAPA and the COPA
with the effective date of October 1, 2015 through September 30, 2018, the possibility that the
COPA may change the style and/or color of the standard uniform was discussed on several
occasions. It was indicated by the COPA during these discussions that in the event the COPA
made the decision to change the style and/or color of the standard uniform, the COPA would
purchase the initial uniforms for PAPA members. The policy to equip PAPD officers with body
cameras requires a change in the style of the standard PAPD uniform and thus, the purchase of
new uniforms.
The PAPA and the COPA mutually agree that it is a benefit to the members of PAPA and the
COPA for PAPD officers to be equipped with body cameras. The COPA, at its sole cost and
expense, has agreed to provide all PAPA officers with five new pairs of uniform pants, four new
long sleeve, and five new short sleeve uniform shirts that are designed to accommodate a body
camera.
Both the PAPA and the COPA recognize and agree that this is a one-time expenditure by the
COPA and that this in no way affects, modifies, alters, nullifies, or changes Article 36; entitled,
"Clothing and Equipment" of the Collective Bargaining Agreement between the PAPA and the
COPA with the effective date of October 1, 2015 through September 30, 2018.
