HomeMy WebLinkAboutMINUTES 05/17/2017 SPECIAL MEETING SPECIAL MEETING — May 17, 2017 I. INVOCATION, PLEDGE & ROLL CALL Mayor Pro Tem Scott gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Regular Session on Tuesday, June 17, 2017 at 10:09 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Derrick Freeman; Mayor Pro Tem Raymond Scott, Jr.; Councilmembers Morris Albright, III., Willie "Bae" Lewis, Jr., Charlotte M. Moses and Kaprina Frank; City Manager Brian McDougal, City Secretary Sherri Bellard, City Attorney Valecia R. Tizeno, and Sergeant At Arms Chief of Police Patrick Melvin. Councilmembers Tiffany Hamilton, Keith Richard and Osman Swati were absent from the meeting. II. ITEMS REQUIRING INDIVIDUAL ACTION Ordinance (1) P.O. No. 6619 — An Ordinance Canvassing The Returns And Declaring The Results Of The General Election, Held On May 6, 2017 For The Purpose Of Electing Councilmembers For Districts 1, 2, 3, 4 And Positions 7 and 8, In The City Of Port Arthur, Texas Una Ordenanza Que Escruta Las Declaraciones Y Declara Los Resultados De La Eleccion General, Celebrada El 6 De Mayo De 2017 Con El Proposito De Elegir Miembros Del Consejo Para Los Distritos 1, 2, 3, 4 Y Posiciones 7 y 8, En La Ciudad De Port Arthur, Texas The City Manager introduced the above-mentioned Proposed Ordinance. Upon the motion of Councilmember Frank, seconded by Councilmember Moses and carried, Proposed Ordinance No. 6619 was adopted becoming Ordinance No. 17-17. Voting Yes: Mayor Freeman; Mayor Pro Tem Scott; Councilmembers Albright, Lewis, Moses and Frank. Voting No: None. No. 19771 — A Resolution Documenting That Pursuant To The Amendment Of Section 9 Of Article II Of The City Charter Approved At The May 2, 1992 City Election In The City Of Port Arthur, Texas, District 2 Councilmember Shall Serve As Mayor Pro Tem And Shall Act As Mayor During The Absence Or Disability Of The Mayor And Shall Serve As Mayor Pro Tern Until May 2018 The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Moses, seconded by Councilmember Frank and carried, Proposed Resolution No. 19771 was adopted becoming Ordinance No. 17-125. Voting Yes: Mayor Freeman; Mayor Pro Tem Scott; Councilmembers Albright, Lewis, Moses and Frank. Voting No: None. The caption of Resolution No. 17-125 reads as follows: ORDINANCE NO. 17-125 A RESOLUTION DOCUMENTING THAT PURSUANT TO THE AMENDMENT OF SECTION 9 OF ARTICLE II OF THE CITY CHARTER APPROVED AT THE MAY 2, 1992 CITY ELECTION IN THE CITY OF PORT ARTHUR, TEXAS, DISTRICT 2 COUNCILMEMBER SHALL SERVE AS MAYOR PRO TEM AND SHALL ACT AS MAYOR DURING THE ABSENCE OR DISABILITY OF THE MAYOR AND SHALL SERVE AS MAYOR PRO TEM UNTIL MAY 2018 III. SWEARING IN OF NEWLY ELECTED OFFICIAL The City Secretary Administered the Oath and Statement to the newly elected Councilmembers and Mayor Pro Tem. IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Moses, seconded by Councilmember Frank and carried unanimously, the City Council adjourned their meeting 10:42 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
