ESSEX, GRANTS PROGRAM ADMINISTRATOR RE: P.R. 19832 NATURE OF REQUEST: Grants Management recommends that the City Council adopt Proposed Resolution 19832 that amends Resolution Number 17-084 to decrease the 2017 Community Development Block Grant (CDBG) allocation from the estimated amount of$1,018,036 to the finalized amount of $1,004,747. STAFF ANALYSIS CONSIDERATIONS: Port Arthur has been the recipient of Community Development Block Grant (CDBG) funds for over 40 years. In the past, the typical CDBG allocation consisted of funding one or more nonprofit organizations, funding the city's housing assistance programs and various city projects. Since City Council has decided to partner with the Economic Development Corporation(EDC) to administer the Affordable Housing Program, staff recommends making a few changes to the 2017 CDBG allocations to support the success of the Affordable Housing Program. The purpose of the Program is to increase homeownership and eliminate blight in the targeted area bounded by Atlanta Street on the west, 8th Street on the north,Nashville Street on the east and 5th Street on the south. The program is designed to assist with development costs for ten high quality affordable homes per year for the next three years. On March 28, 2017, City Council approved Resolution Number 17-084 that allocated $1,018,036 to several CDBG projects. The allocations were based on the anticipated amount of federal funds received from the Department of Housing and Urban Development. However, Port Arthur's final allocation for 2017 was $1,004,747 resulting in a decrease of$13,289. Due to the decrease in funding and the new emphasis on the downtown Affordable Housing Program, the following revisions are recommended: Nonprofit Organizations The allocations to Nutrition and Services for seniors, Julie Rogers "Gift of Life", and Catholic Charities' Hospitality Center will remain the same. The street resurfacing allocation($353,159) is recommended for elimination and the allocations for down payment/closing cost, site clearance, park improvement and rehabilitation projects will increase. Note:Staff recommends funding the street resurfacing program in 2018. BUDGET CONSIDERATION: The Community Development Block Grant program will provide all budgetary funding. P. R. 19832 07/03/2017 MEE-Grants Management RESOLUTION NUMBER A RESOLUTION AMENDING RESOLUTION NUMBER 17-084 TO DECREASE THE 2017 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ALLOCATION FROM $1,018,036 TO $1,004,747, AND APPROVING THE REVISED LIST OF PROJECTS FOR 2017 WHEREAS, pursuant to the Housing and Urban Development Act of 1974, the Public Law 93-383, in April 2017, the City submitted an application to the United States Department of Housing and Urban Development (HUD) the 43`d (2017 Program Year) allocations in the estimated amount of$1,018,036.00; and, WHEREAS, pursuant to Resolution No. 17-084, the City Council approved the 2017 Community Development Block Grant (CDBG) allocations in the estimated amount of $1,018,036.00; and WHEREAS, the Department of Housing and Urban Development has now finalized Port Arthur's CDBG allocation in the total amount of$1,004,747; and, WHEREAS, Resolution No. 17-084 included a proposed list of Projects for the 2017 program year (See Attachment #1); and, WHEREAS, the list of 2017 program year has been revised (see Attachment #2); and, WHEREAS, the City Council, is required to designate an official to sign all documents in connection with the revised list of Projects for 2017; Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: THAT the revised list of Projects for 2017 (Attachment #2) is hereby approved and adopted by the City Council of the City of Port Arthur to assure compliance with the Housing and Urban Development Act of 1974, amended Public Law 93-383. THAT the City Manager is designated to sign all documents in connection with the proposed list of Projects. THAT a copy of the caption of this Resolution be spread upon the minutes of the City Council.
