INTEROFFICE MEMORANDUM
Date: July 18, 2017
To: The Honorable Mayor and City Council
Through: Brian McDougal, City Manager
From: Patrick Melvin, Chief of Police
RE: P.O. 6628: Retirement and transfer ownership of Police K-9 "Ace"
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the retirement of
police canine "Ace" and transferring the ownership of the canine to the personal care of
Officer Tony Legnon.
Background:
"Ace" is a 5 year-old German Shepherd that the police department has owned for
approximately 3 years. He has never been able to become certified in the areas of drug
detection, patrol duties or tracking. Officer Tony Legnon was recently tasked to train with Ace
and attend a K9 Handler certification course. Our department was contacted by the instructor
of the course and told that Ace was not displaying the qualities needed to be a police service
dog. The vendor from which the canine was purchased has agreed to reimburse the police
department for half of the purchase price.
Budget Impact:
The is no budgetary impact for the retirement and transfer of ownership.
Recommendation:
It is recommended that City Council approve the retirement of police canine "Ace" and
transferring the ownership of the canine to the personal care of Officer Tony Legnon.
