Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
increase the contract for removing and replacement of flooring and sub flooring at the Sabine
Pass Community Center in the amount of$1,500.
Background:
Mike Barnett Construction was awarded to the contract to remove and replace flooring and sub
flooring at the Sabine Pass Community Center in the amount of$28,950. Once Mike Barnett
began removing the flooring, it was discovered that the original flooring was incorrectly
installed. Civic Center agreed for a Change Order in the amount of$1,500 to install 6 rows,
75' long, of 2" x 4"YP attached to floor joists for supporting end of plywood joints. The new
total will be $30,450.
Budget Impact:
Civic Center will charge the additional amount to Civic Center Building Maintenance Account
#001-1061-518.32-00.
Recommendation:
It is recommended that City Council approve the City Manager to agree to the change order for
$1,500, as discussed and/or outline above.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
CHANGE ORDER NO. 1 TO THE CONTRACT BETWEEN THE CITY
OF PORT ARTHUR AND MIKE BARNETT CONSTRUCTION OF PORT
NECHES, TEXAS, FOR THE REMOVAL AND REPLACEMENT OF
FLOORING & SUB FLOORING AT THE SABINE PASS COMMUNITY
CENTER, INCREASING THE CONTRACT BY $1,518.00 TO A NEW
TOTAL OF $30,468.00; FUNDING AVAILABLE IN CIVIC CENTER
BUILDING MAINTENANCE ACCOUNT NUMBER 001-1061-518.32-00.
WHEREAS, per Resolution No. 17-113, the City entered into an agreement with Mike
Barnett Construction of Port Neches, Texas, for the removal and replacement of flooring & sub
flooring at the Sabine Pass Community Center, in the amount of$28,950; and
WHEREAS, the Civic Center discovered during current construction that the original
flooring was constructed wrong; and
WHEREAS,the current contractor has to install 6 rows, 75' long, of 2" x 4"YP attached
to floor joists for supporting end of plywood joints, see Change Order 1 attached hereto as
Exhibit"A".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the City Manager to execute Change
Order No. 1 to the contract between the City of Port Arthur and Mike Barnett Construction of
Port Neches, Texas, for the removal and replacement of flooring & sub flooring at the Sabine
Pass Community Center, increasing the contract by $1,518.00 to a new total of $30,468.00, in
substantially the same form as attached hereto as Exhibit "A", with funding available in Civic
Center Building Maintenance Account No. 001-1061-518.32-00.
Section 3. That a copy of the caption of this resolution shall be spread upon the Minutes
of the City Council.
READ, ADOPTED AND APPROVED on this day of August, A.D., 2017, at a
Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following vote:

We propose to furnish all labor, materials and insurance to perform the scope of work below,
for a sum not to exceed fifteen hundred eighteen dollars and no cents ($1,518.00.00).
1. Install 6 rows, 75' long, of 2" x 4"YP attached to floor joists for supporting end of
plywood joints.
