A RESOLUTION AUTHORIZING THE CITY MANAGER TO
FILE AN APPLICATION WITH THE TEXAS COASTAL
MANAGEMENT PROGRAM (CMP), APPROVE
ARCHITECTURAL SERVICES WITH THE LABICHE
ARCHITECTURAL GROUP, INC. OF BEAUMONT, TEXAS IN
THE AMOUNT OF $14,000.00 PLUS REIMBURSABLES NOT TO
EXCEED $1,500.00 AND ENGINEERING SERVICES FOR

WHEREAS, the Texas Coastal Management Program (CMP) is requesting applications
for General Land Office (GLO) grants, as delineated in Exhibit "A"; and,
WHEREAS, The City of Port Arthur does wish to apply for a General Land Office
(GLO) grant; and,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT the City Manager is hereby authorized to file a grant application with the Texas
Coastal Management Program (CMP), approve architectural services from The LaBiche
Architectural Group, Inc. in the amount of $14,000.00 plus reimbursables not to exceed
$1,500.00 and engineering services for environmental wetland mitigation with Arceneaux
Wilson & Cole in the amount of $16,000.00 as delineated in Exhibits "A", "B" and "C" for a
General Land Office (GLO) grant.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

Project Description (15 points) Project description is limited to 4,000 characters.
The project description should be concise and flow smoothly. Please provide a clear overview of the project including a
description of the issues that CMP funding will address, the steps to accomplish the project and how success will be
measured.
.4pplicants submitting land acquisition projects should provide sufficient detail for the CHIP Review Team to evaluate the
likelihood of a successful transaction within the time frame of the grant. These details should include a description of the
tract of land, an indication of the willingness of the seller, and the length of time the willing seller is committed to holding
the property.
Applicants submitting research projects should describe the project's objectives in laymen's terms with emphasis on research
applications, relevance, and value to coastal managers and the general public. In addition, information should be included
describing coordination efforts with local, state and federal agencies. The uniqueness and significance of the study should be
clearly described as well as the contribution and impact the study will have for ongoing research.
For phased projects, applicants must provide an overview of the entire project then describe the specific phase for which
funding is sought.

General Criteria Each response is limited to 2,000 characters.
I. Identify specific goals and policies that will be fulfilled. Provide a thorough description of how the project
will implement CMP goals and policies. The goals and polices are listed in Appendix D. (15 points)
2. Describe how the project will impact or benefit coastal natural resource areas (CNRAs) and/or associated
coastal resources at the project site. Describe in detail the indirect and direct benefits to CNRAs and/or
associated coastal resources. Benefits may include protecting, restoring, or increasing public appreciation and
awareness. Appendix C of the guidance document provides a list of CNRAs as defined in the Coastal
Coordination Act. (15 points)
3. Describe how the project will implement a previously approved local, regional, state or federal plan (e.g.,
Local Parks Master Plan, The Galveston Bay Plan, The Coastal Bend Bays Plan, Texas Wetlands Plan, Gulf of
Mexico Strategic Plan). Explain how the project will lead to the development of a new plan or improved
management practices. If the project implements an existing plan. please identify the plan and explain the
relationship between the project and the plan. (5 points)
4. Describe how the project fulfills a public need/benefit. Describe how the project will fill information/data
gaps and further local, state, and federal agency initiatives. Explain how the end user will gain awareness and
understanding of the project results for usability and implementation. (10 points)

5. Describe the direct or indirect economic impact of the project. Summarize and reference any available
documentation (i.e., studies, survey results, etc.)that support this description. (5 points)
According to Reference Work Entry Encyclopedia of Coastal Science Part of the series Encyclopedia of Earth
Science Series pp 401-403; Economic Value of Beaches by William B. Stronge
"Beaches are economic as well as natural resources. As natural resources, they add beauty to the coast and
provide habitats for many creatures including birds and sea turtles. As economic resources,they provide
services to people and property that have an economic value. They also generate impacts on the economy and
tax base.
Economic services provided by beaches:
An important service provided by the beach at the coast is reduced storm damage to upland properties (US
Army Corps of Engineers 1996, chapter 5). Beaches reduce storm damage by moving the water line further
from upland property. During storm events, water travels less far inland as a result of the beach and so damage
to upland property tends to be less. Of course, a beach does not eliminate storm damage to upland properties
and in severe storms it may provide little or no protection. For example, the coastline impacted by the center
of a hurricane may receive little protection from its beach, but the upland properties impacted by the outskirts
of the hurricane may receive very considerable storm damage reduction from their adjacent beaches. The
second major service provided by a beach at the coastline consists of the opportunity for recreation provided
to beach users. Although there is no direct fee charged in most places for recreational access to the beach,
such recreational services have economic value." For example beach user will spend money on hotels,
restaurants, gas stations and malls.
6. Summarize project support and commitment letters received from local citizens, local governments, elected
officials, established community organizations, or state/federal resource agencies. (Support letters should
describe the impact/relevance the project will have on the area, be signed by an executive of the entity. and be
included with the final application.) (5 points)

7. Describe how your entity plans to ensure the project's long-term success and self-sufficiency (e.g.,
maintenance plans, future enhancement plans) after contract funding expires. Provide an estimate of
future operation and maintenance costs and/or describe if future enhancements are planned. Describe
potential alternative funding options for future iterations of the project and steps that will be taken to
ensure the project becomes independent of CMP funding. For continuation projects, estimate the length
of time needed to achieve self-sufficiency. (5 points)
The project's long-term success and self-sufficiency after contract funding expires will require the Parks and
Recreation and the Pleasure Island Commission to maintain the beach property and beach equipment. Each
department is supported financially by the City's general fund.

8. Summarize your entity's history with administering state/federal grants. If your entity has previously
received CMP grant funding. list the name of the project(s) and the grant cycle(s) funded. If your entity
has not previously received state/federal grants, provide information that demonstrates how your entity is

The City of Port Arthur has successfully administered federally funded (Community Development Block
Grant, Home Investment Partnership,Neighborhood Stabilization Program, Community Development Block
Grant Disaster Funding. Homelessness Prevention and Rapid Re-Housing Grant. and Community
Development Block Grant Recovery Program) for over 40 years.
Port Arthur was the recipient of CMP grant funding in 1999 with grant cycle#5 to build a boardwalk along
Lakeshore Drive.
The City of Port Arthur has met all requirements set forth by the Office of Management and Budget and
complied with the requirements and standards of OMB Circular A-87 and A-133, and with the applicable
sections of 24 CFR Part 85. An independent audit is conducted annually to ensure that grant funds are used in
accordance with program requirements.

PROJECT We appreciate the opportunity to submit this proposal for Architectural Services for
CONSULTING the referenced project for your approval. The LaBiche Architectural Group, Inc.
(hereinafter"Architect") shall provide to the City of Port Arthur (hereinafter"Client")
the services described below for the compensation described below. This proposal is
PLANNING based upon our experience with previously completed master plans and parks which
were recently completed.
INTERIOR
DESIGN PROJECT INFORMATION:
The project, as we understand it,is the master planning of a section of lake front
property approximately 1 mile long located on Pleasure Island. It also includes a
wetland delineation study of the area to determine the extent of wetlands mitigation
required for the project. As part of our services, our staff and consultants will visit the
project site to verify existing conditions, meet with Client staff to determine the scope
of the project and establish a project cost.
SCOPE OF WORK:
The Architect and the Architect's consultants shall perform those services described
below:
1. Verify site conditions and note items of work.
2. Meet with Client to establish a park plan and document meetings for
verification of design directives.
3. Prepare notes, drawings,power point presentations for City Council workshop
and council meetings.
4. Prepare drawings and renderings for the purpose of describing the project for
Client prepared grant applications.
5. Assist Client staff in preparation of grant application by providing masterplans,
renderings and probable cost statements for the project.

COMPENSATION:
The scope of work outlined above will be performed for a fixed fee of Fourteen Thousand Dollars
(S 14,000.00), plus reimbursable expenses and distributed as follows:
11 Additional Services requested by Client will be charged hourly per the fee schedule attached.
1 Reimbursable expenses shall include all printing required for the project. Other expenses shall be
approved by Owner prior to expenditures. Cost of reimbursable expenses shall be billed at 1.25 times
the expenditure. Reimbursable expenses shall not exceed$1,500.00.
Exclusions:
1. Fees for the review and inspection of projects for compliance with the Texas Accessibility
Standards.
2. Site elevation and utility location surveys.
3. Any services related to the Client's due diligence including, but not limited to: obtaining letters
of utility availability and environmental assessments other than those listed above.

Thank you for the opportunity to assist you on the Pleasure Island Beach Park project.
The project,as we understand it,consists of a wetland delineation of the proposed
