RE: Proposed Resolution No. 19784 — Awarding Contracts to Eleven (11)
Contractors on a Rotation Basis for the Mowing of Privately-owned and City-
owned developed lots in an Area of the City Designated as Area E.
Introduction:
Staff recommends that City Council adopt P.R. No. 19784, authorizing the City Manager to
execute contracts with eleven(11) vendors for the mowing of Privately-owned and City-owned
residential and commercial developed lots in Area E, an area of the city which is bounded on
the south by 25th Street, on the north by Aero Drive, on the west by Tyler Avenue and on the
east by Twin City Highway. See attached map. The contractors are: (1) Derrick&Noah Lawn
Service, Port Arthur, Texas; (2) Eduardo T.O. Landscaping, Groves, Texas; (3) F & L
Unlimited, Port Arthur, Texas; (4) JL's Handyman, Port Arthur, Texas; (5) K & D Affordable
Lawn Service, Port Arthur, Texas; (6) M & J Lawn Services, Port Arthur, Texas; (7) Newcost
Company, Port Arthur, Texas; (8) RJD Lawn Service, Port Arthur, Texas; (9) SMO Unlimited,
Port Arthur, Texas; (10) Sub South, Inc., Port Neches, Texas; and (11) Torres Landscaping,
Port Arthur, Texas. Due to an abundance of high grass in Port Arthur, the Environmental
Health division needs multiple contractors to maintain each area.
Background:
Bids were opened on April 19, 2017 for the mowing of privately-owned and city-owned
developed lots in Area E; bid awarded is based on the lowest and most responsive bids. The
bid tabulation follows.

Recommendation:

AVAILABLE IN GENERAL FUND ACCOUNT NUMBER 001-1304-
541.59-00.
WHEREAS, there are a large amount of properties that the City maintain by
mowing the grass, due to the lack of care by the owners; and
WHEREAS, multiple contractors are needed for each area due to the volume;
and
WHEREAS, the City advertised for bids on March 26, 2017 and April 2, 2017;
and
WHEREAS,the City received thirty-two (32) bids on April 19, 2017; and
WHEREAS, B & B Lawn Care & Tree Services was disqualified for failure to
produce their equipment inventory; and
WHEREAS,the bid tab is attached hereto as Exhibit"A"; and
WHEREAS, mowing assignments will be given to the awarded contractor with
the lowest awarded contract price for Develop Area E that is available at the time;
and
WHEREAS,the list of successful bidders are attached hereto as Exhibit"B"; and

WHEREAS, the City received identical bids for contractors shown in Exhibit "B";
and
WHEREAS, Section 271.901, Texas Local Government Code states the lowest
bidder by casting of lots in the case of identical bids to determine position in rotation;
and
WHEREAS, the contract is for one (1) year with the option to renew for two (2)
additional one (1) year periods; and said contracts are attached as exhibits C thru M.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR
Section 1. That, the facts and opinions in the preamble are true and correct.
Section 2. That, for the purposes of this Resolution, Area E is that area of the
City which is bounded on the south by 25th Street, on the north by Aero Drive, on the
west by Tyler Avenue, and on the east by Twin City Highway.
Section 3. That the City Manager is hereby authorized to execute, on behalf of
the City of Port Arthur, contracts with (1) Derrick & Noah Lawn Service of Port
Arthur, Texas @ $0.0030 per square foot; (2) Eduardo T.O. Landscaping of
Groves, Texas @ $0.0033 per square foot; (3) F & L Unlimited of Port Arthur,
Texas @ $0.0032 per square foot; (4) JL's Handyman, of Port Arthur, Texas @
$0.0034 per square foot; (5) K & D Affordable Lawn Service of Port Arthur,
Texas @ $0.0029 per square foot; (6) M & J Lawn Services of Port Arthur, Texas
