Introduction: Staff recommends that City Council adopt P.R. No. 19782, authorizing the City Manager to execute contracts with ten (10) vendors for the mowing of privately-owned and city-owned residential and commercial developed lots in Area D, an area of the city which is bounded on the south by Lakeshore Drive, on the north by Dryden Road, on the east by Grandview Avenue and on the west by 9th Avenue.The contractors are: (1)Bladerunners,Beaumont,TX;(2)Derrick & Noah Lawn Services, Port Arthur, TX; (3) Eduardo Landscaping, Groves, TX; (4) F & L Unlimited, Port Arthur, TX.; (5) K & D Affordable Lawn Services, Port Arthur, TX.; (6) Newcost Company, Port Arthur, TX; (7)RJD Lawn Service, Port Arthur, TX; and(8) Subsouth Inc., Port Neches, TX.; (9) Southeast Texas Lawn & Maintenance, Beaumont, TX; (10) Torres Landscaping, Port Arthur, TX.;. Due to an abundance of high grass in Port Arthur, the Environmental Health division needs multiple contractors to maintain each area. Background: Bids were opened on April 19, 2017 for the mowing of privately-owned and city-owned developed lots in Area D. A bid awarded is based on the lowest and most responsive bids. FUNDS ARE AVAILABLE IN GENERAL FUND ACCOUNT NUMBER 001-1304-541.59-00. WHEREAS,there are a large amount of properties that the City maintains by mowing the grass, due to the lack of care by the owners; and WHEREAS, multiple contractors are needed for each area due to the volume; and, WHEREAS, the City advertised for bids on March 26, 2017 and April 2, 2017; and, WHEREAS, the City received thirty-two (32)bids on April 19, 2017; and, WHEREAS, B & B Lawn Care & Tree Services was disqualified for failure to produce their equipment inventory; and, WHEREAS, the bid tab is attached hereto as Exhibit"A"; and, WHEREAS,mowing assignments will be given to the awarded contractor with the lowest awarded contract price for Developed Area D that is available at the time; and, WHEREAS,the list of successful bidders are attached hereto as Exhibit"B"; and, WHEREAS,the City received identical bids for contractors shown in Exhibit B; and, P.R. # 19782 08/29/17 TA WHEREAS, Section 271.901, Texas Local Government Code states the lowest bidder by casting of lots in the case of identical bids to determine position in rotation; and, WHEREAS,the contract is for one(1)year with the option to renew for two(2)additional one (1) year periods; and said contracts are attached as exhibits C thru L. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That,the facts and opinions in the preamble are true and correct. Section 2. That, for the purposes of this Resolution, Area D is bounded on the south by Lakeshore Drive, on the north by Dryden Road, and on the east by Grandview Avenue to its west bounded of 9th Avenue. Section 3.
