Introduction: Staff recommends that City Council adopt P.R. No. 19783, authorizing the City Manager to execute contracts with ten (10) vendors for the mowing of privately-owned and city-owned residential and commercial vacant lots in Area D, an area of the city which is bounded on the south of 25th Street, on the north by Aero Drive, on the east of Twin City Highway and on the west by Tyler Avenue. The contractors are: (1) Bladerunners, Beaumont, TX; (2) Derrick & Noah Lawn Services, Port Arthur, TX; (3) DMJ Landscaping, Port Arthur, TX; (4) Eduardo Landscaping, Groves, TX; (5) K & D Affordable Lawn Service, Port Arthur, TX.; (6)Newcost Company, Port Arthur, TX; (7) Southeast Texas Lawn& Maintenance, Beaumont, TX; and (8) S- Mo Unlimited, Port Arthur, TX.; (9) Subsouth Inc., Port Neches, TX.; (10) Torres Landscaping, Port Arthur, TX.; Due to an abundance of high grass in Port Arthur, the Environmental Health division needs multiple contractors to maintain each area. Background: Bids were opened on April 19, 2017 for the mowing of privately—owned and city-owned developed lots in Area D. A bid awarded is based on the lowest and most responsive bids. WHEREAS,the City of Port Arthur,Texas has an enormous amount of properties that the City must maintain the mowing of the grass due to the lack of care by the Owners; and WHEREAS,Multiple Contractors are needed for each area due to the volume; and WHEREAS,the City advertised for bids on March 26,2017 and April 2,2017; and WHEREAS,Purchasing received thirty-two bids on April 19, 2017; and WHEREAS,B&B Lawn Care& Tree Services was disqualified for failure to produce the equipment inventory; and WHEREAS,the bid tab is attached hereto as Exhibit"A"; and WHEREAS,mowing assignments will be given to the awarded contractor with the lowest awarded contract price for Vacant Area D that is available at the time, and WHEREAS,the mowing assignments list is attached hereto as Exhibit"B"and WHEREAS,the contract is for(1)one year with the option to renew for(2)two additional(1)one year periods; and WHEREAS,the City received identical bids for contractors shown in Exhibit B; and WHEREAS, Section 271.901, Texas Local Government Code states the lowest bidder by lot in the case of identical bids position in rotation NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1.
