Introduction: Staff recommends that City Council adopt P.R. 19778 authorizing the City Manager to execute contracts with six(6)vendors for the mowing of privately-owned and city-owned residential and commercial developed lots in Area B,an area of the city which is bounded on the west by Foley Avenue,on the east by Savannah Avenue, on the south of Lakeshore Drive, and on the north by Zwolle Road. The contractors are: (1)Bladerunners,Beaumont, TX; (2)Derrick&Noah Lawn Service, Port Arthur, TX; (3) K & D Affordable Lawn Service, Port Arthur, TX; (4) Newcost Company, Port Arthur, TX; (5) RJD Lawn Services, Port Arthur, TX; and (6) Southeast Lawn & Maintenance, Beaumont, TX. Due to an abundance of high grass in Port Arthur, the Environmental Health division needs multiple contractors to maintain each area. Background: Bids were opened on April 19, 2017 for mowing of privately-owned and city-owned developed lots in Area B; bid awarded is based on the lowest and most responsive bids. The bid tabulation follows. FUNDS ARE AVAILABLE IN GENERAL FUND ACCOUNT NUMBER 001-1304-541.59-00. WHEREAS,there are a large amount of properties that the City maintains by mowing the grass, due to the lack of care by the owners; and WHEREAS,multiple Contractors are needed for each area due to the volume; and WHEREAS,the City advertised for bids on March 26,2017 and April 2,2017;and WHEREAS, the City received thirty-two (32)bids on April 19, 2017; and WHEREAS, B & B Lawn Care & Tree Services was disqualified for failure to produce their equipment inventory; and WHEREAS,the bid tab is attached hereto as Exhibit"A"; and WHEREAS,mowing assignments will be given to the awarded contractor with the lowest awarded contract price for Developed Area B that is available at the time;and WHEREAS,the list of successful bidders are attached hereto as Exhibit"B"; and WHEREAS, the City received identical bids for contractors shown in Exhibit B; and P. R. #19778 08/29/17 TA WHEREAS, Section 271.901, Texas Local Government Code states the lowest bidder by lot in the case of identical bids to determine position in rotation; and WHEREAS,the contract is for one(1)year with the option to renew for(2)two additional (1) one year periods; and said contracts are attached as exhibits C thru H. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That,the facts and opinions in the preamble are true and correct. Section 2. That, the purposes of this Resolution, Area B is on the west by Foley Avenue and on the east of Savannah Avenue, on the south of Lakeshore Drive and on the north by Zwolle Road. Section 3.
