Introduction: Staff recommends that City Council adopt P.R. No. 19779, authorizing the City Manager to execute contracts to fourteen (14) vendors for the mowing of privately-owned and city-owned residential and commercial vacant lots in Area B, an area of the city which is bounded on the west by Foley Avenue, on the east by Savannah Avenue, on the south by Lakeshore Drive, on the north by Zwolle Road. The contractors are: (1) Bladerunners, Beaumont, TX; (2) Dee Rite Cut,Port Arthur,TX;(3)DMJ Landscaping,Port Arthur,TX;(4)Derrick&Noah Lawn Service, Port Arthur,TX; (5)Eduardo T.O. Landscaping, Groves,TX; (6)F&L Unlimited,Port Arthur, TX; (7) JL Handyman, Port Arthur, TX; (8)K& D affordable Lawn Services, Port Arthur, TX; (9) Newcost Company, Port Arthur, TX; (10) RJD Lawn Services, Port Arthur, TX; (11) S.E. Texas Lawn & Maintenance, Beaumont, TX; (12) S-Mo Unlimited, Port Arthur, TX; (13) Subsouth Inc., Port Neches, TX; and (14) Torres Landscaping, Port Arthur, TX. Due to an abundance of high grass in Port Arthur, the Environmental Health division needs multiple contractors to maintain each area. Background: Bids were opened on April 19, 2017 for the mowing of privately-owned and city-owned vacant lots in Area B. A bid awarded is based on the lowest and most responsive bids. FUNDS ARE AVAILABLE IN GENERAL FUND ACCOUNT NUMBER 001-1304-541.59-00. WHEREAS, there are a large amount of properties that the City maintains by mowing the grass, due to the lack of care by the owners; and WHEREAS, multiple contractors are needed for each area due to the volume; and WHEREAS, the City advertised for bids on March 26, 2017 and April 2, 2017; and WHEREAS,the City received thirty-two (32) bids on April 19, 2017; and WHEREAS, B & B Lawn Care & Tree Services was disqualified for failure to produce their equipment inventory; and WHEREAS,the bid tab is attached hereto as Exhibit"A"; and WHEREAS, mowing assignments will be given to the awarded contractor with the lowest awarded contract price for Vacant Area B that is available at the time; and WHEREAS,the list of successful bidders are attached hereto as Exhibit"B"; and WHEREAS, the City received identical bids for contractors shown in Exhibit B; and WH EREAS, Section 271.901, Texas Local Government Code states the lowest bidder by casting of lots in the case of identical bids to determine position in rotation; and P.R. # 19779 08/29/17 TA WHEREAS, the contract is for one (1) year with the option to renew for two (2) additional one (1) year periods; and said contracts are attached as exhibits C thru P. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That,the facts and opinions in the preamble are true and correct. Section 2. That,for the purposes of this Resolution,Area B is bounded on the south west end by Foley Avenue,on the east end by Savannah Avenue,bounded on the south end of Lakeshore Drive,and bounded on the north end on Zwolle Road.
