I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday,
September 12, 2017 at 4:05 p.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Derrick Freeman; Councilmembers Raymond Scott,
Jr., Thomas Kinlaw, III, Osman Swati, Charlotte M. Moses and Kaprina Frank City
Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Mayor Pro Cal Jones; Councilmembers Willie "Bae" Lewis, Jr. and Harold Doucet, Sr.
joined the Special Executive Meeting during closed session.
II. *CLOSED MEETING (EXECUTIVE SESSION)
Closed Meeting:
(1) Section 551.071 Government Code — To Discuss and
Receive Legal Advice From The City Attorney Regarding
Disaster Recovery Due to Declaration Of Disaster And Legal
Duties And Responsibilities Of Preparation Procedures
Regarding Hurricane Harvey (Requested By City Attorney)
(2) Section 551.072 Government Code — To Discuss The Value
Of The Land In The City's Extraterritorial Jurisdiction (ETJ)
(3) Section 551.087 Government Code —To Discuss Incentives
For Commercial, Residential, And/Or Industrial Business
Prospects
The City Council recessed their meeting at 4:09 p.m. to meet in Executive Session to
consider the above-mentioned topics, and reconvened their meeting at 5:30 p.m. with
the following members present: Mayor Freeman; Mayor Pro Tem Jones;
Councilmembers Scott, Kinlaw, Doucet, Swati, Moses and Frank; City Manager
McDougal; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief
Patrick Melvin
MOTION IN OPEN SESSION
A Motion Authorizing The Acceptance Of An Emergency Relief
Grant From Pets Smart Charities Incorporated In The Amount Of
$15,000.00 Related To Hurricane Harvey Disaster
The motion was made by Councilmember Moses and seconded by Mayor Pro Tem Jones
that the above-mentioned motion be adopted.
Voting Yes: Mayor Freeman; Mayor Pro Tem Jones; Councilmembers Scott, Kinlaw,
Doucet, Swati, Moses and Frank.
Voting No: None.
The above-mentioned motion was adopted.
III. ADJOURNMENT
Upon the motion by Councilmember Moses, seconded by Councilmember Swati and
carried unanimously, the City Council adjourned their Special Meeting at 5:36 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
