INVOCATION, PLEDGE & ROLL CALL Councilmember Moses gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Regular Session on Tuesday, September 18, 2016 at 9:08 a.m. in the City Council Chamber, City Hall, with the following members present: Councilmembers Raymond Scott, Jr., Thomas Kinlaw, III, Osman Swati, Charlotte M. Moses and Kaprina Frank; City Manager Brian McDougal, City Secretary Sherri Bellard, City Attorney Valecia R. Tizeno, and Sergeant At Arms Chief of Police Patrick Melvin. Mayor Derrick Freeman; Mayor Pro Tem Cal Jones and Councilmember Willie "Bae" Lewis, Jr. joined the Regular Meeting while in session. II. PUBLIC HEARINGS — 9:00 A.M. (1) The Second Public Hearing To Receive Public Comment And Hear All Persons Desiring To Be Heard On The Proposed Ad Valorem Property Tax Rate For Tax Year 2017 A Tax Rate Of $0.792000 Per $100 Valuation Has Been Proposed For Adoption By The Governing Body Of City Of Port Arthur. This Rate Exceeds The Lower Of The Effective Or Rollback Tax Rate, And State Law Requires That Two Public Hearings Be Held By The Governing Body Before Adopting The Proposed Tax Rate ** Please Note That The Public Hearing Scheduled For August 29, 2017 At 9:00 AM Did Not Take Place Due To Inclement Weather. The City Of Port Arthur And City Hall Were Closed As A Result Of Hurricane Harvey. A Disaster Declaration Was Issued By The Mayor Of Port Arthur And A Disaster Proclamation Was Issued By The Governor Of Texas As Pertains To Hurricane Harvey The Mayor introduced the above-mentioned Public Hearing at 9:10 a.m. The City Attorney gave an overview of the above-mentioned tax rate. Interim Finance Director Rosie Vela appeared before the City Council to answer inquiries regarding the above-mentioned tax rate. The Mayor requested to hear from anyone present in the audience who wished to speak regarding the above-mentioned item. No one appeared before the City Council to address the above-mentioned tax rate. Upon the motion of Councilmember Kinlaw, seconded by Councilmember Scott and carried unanimously, the City Council closed the Public Hearing at 9:17 a.m. III. PETITIONS & COMMUNICATIONS (1) A Presentation By Robert Turner Of JK Chevrolet Regarding Saltwater Impacted Vehicles State Regulations (Requested By Councilmember Lewis) The above-mentioned presentation was postponed until the September 26, 2017 Regular Meeting. Upon the motion of Councilmember Moses, seconded by Councilmember Frank and carried, the City Council recessed their meeting at 9:22 a.m. and reconvened their meeting at 3:05 p.m. with the following members present: Mayor Freeman; Councilmembers Scott, Kinlaw, Doucet, Moses and Frank; City Manager McDougal; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Melvin. Mayor Pro Tem Jones; Councilmembers Lewis and Swati joined the Regular Meeting during session. IV. ITEMS REQUIRING INDIVIDUAL ACTION (1) P. O. No. 6645 - An Ordinance Extending The Declaration Of Disaster And Emergency Pursuant To §418.108(B) Of The Texas Government Code The City Manager introduced the above-mentioned Proposed Ordinance. Upon the motion of Councilmember Scott, seconded by Councilmember Frank and carried, Proposed Ordinance No. 6645 was adopted becoming Ordinance No. 17-36. Voting Yes: Mayor Freeman; Mayor Pro Tem Jones; Councilmembers Scott, Kinlaw, Doucet, Lewis, Swati, Moses and Frank. Voting No: None. The caption of Ordinance No. 17-36 reads as follows: ORDINANCE NO. 17-36 An Ordinance Extending The Declaration Of Disaster And Emergency Pursuant To §418.108(B) Of The Texas Government Code V. 2017-2018 BUDGET WORKSHOP Review And Discussion Of The City Of Port Arthur's Proposed Fiscal Year 2017-2018 Budget The City Manager presented the Proposed Fiscal Year 2017 - 2018 Budget to the City Council. The City Manager and Finance Officer's appeared before the City Council to answer inquiries regarding the above-mentioned proposed budget. VI. ADJOURNMENT OF MEETING Upon the motion by Councilmember Doucet, seconded by Councilmember Moses and carried unanimously, the City Council adjourned their meeting 4:37 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
