Agreement Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to enter into an agreement with the State of Texas pursuant to the 2018 Selective Traffic Enforcement Program (S.T.E.P.) grant in the amount of$41,403.00 with an in-kind match amount of$19,756.92. Background: On April 25, 2017, Council passed Resolution 17-120 accepting to 2018 S.T.E.P. grant from the Texas Department of Transportation. The final award amount was announced with our in- kind responsibility amounting to $19,756.92. The awarded amount will cover overtime for officers enforcing violations of seat belt usage, speed and D.W.I. The agreement with the State of Texas must be signed to proceed with the program. Budget Impact: In kind match of$19,756.92 will be covered using employee fringe, vehicle mileage and administrative functions. Recommendation: It is recommended that City Council approve the City Manager to enter into an agreement with the State of Texas pursuant to the 2018 Selective Traffic Enforcement Program (S.T.E.P.) grant in the amount of$41,403.00 with an in-kind match amount of$19,756.92, as discussed and/or outline above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE STATE OF TEXAS PURSUANT TO THE 2018 SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (S.T.E.P. ) GRANT IN THE AMOUNT OF $41, 403 . 00 WITH AN IN-KIND MATCH AMOUNT OF $19, 756 . 92 . WHEREAS, on April 25 , 2017 Council passed Resolution 17- 120 accepting the 2018 Texas Department of Transportation Selective Traffic Enforcement Program (S . T. E. P. ) grant; and WHEREAS, the final award amount was determined to be $61, 159 . 92 with $41, 403 . 00 eligible for reimbursement by the State; and WHEREAS, the in-kind match of $19, 756 . 92 will be met by using employee fringe benefits, vehicle mileage and administrative function; and WHEREAS, a Texas Traffic Safety Program Grant Agreement between the State of Texas and the City of Port Arthur must be completed to proceed with the program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council authorize the City Manager to enter into an agreement with the State of Texas pursuant to the 2018 Selective Traffic Enforcement Program (S . T .E. P. ) grant in the amount of $41, 403. 00 with an in-kind match amount of $19, 756. 92 . Section 3 . That a copy of the Resolution shall be spread upon the Minutes of the City Council .
