RE: PR 19916—Emergency Evaluation, Inspection, and Site Assessment of Sanitary
Sewer Electrical Control Panels and SCADA system
Introduction:
The intent of this Agenda Item is to seek the City Council approve PR No. 19916 enabling the City
Manager to enter into a contract with Epic Engineering, of Orange, Texas, for the evaluation,
inspection,and site assessments of all 57 sewer lift station control panels and SCADA system.
Background:
Due to the massive flood caused by Hurricane Harvey, all of our sanitary lift station control panels
are believed to have varying amounts of water damage. This damage has already begun showing in
lift station control panels as failures. When a lift station control panel fails, pumps cannot turn on
and the sewer begins backing up into the collection system, eventually resulting in sanitary sewer
overflows. These sewer overflows present a major health hazard. The evaluation will produce a
scope of work and repairs necessary, as well as a ranking of damages to each station's electrical
system. This is an emergency request needed to protect the public health and safety of our citizen
due poor sanitation.
Budget Impact:
This is an emergency request. The evaluation is directly related to Hurricane Harvey. The
evaluation is estimated to cost$175,000 and will be charged to the account#147-2300-901.54-00.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE EVALUATION,
INSPECTION, AND SITE ASSESSMENT OF SANITARY
SEWER LIFT STATION CONTROL PANELS AND
SCADA SYSTEM IN ALL 57 STATIONS BY EPIC
ENGINEERING, OF ORANGE, TEXAS FOR THE
PROJECTED BUDGETARY IMPACT AMOUNT OF
$175,000.00; FUNDS AVAILABLE IN HURRICANE
ACCOUNT NO. 147-2300-901.54-00, CONTRACT #082617.
WHEREAS, the Utility Operations Department maintains and operates and maintains 57
sanitary lift stations at various locations all over the city of Port Arthur for the collection and
conveyance of sanitary sewer; and,
WHEREAS, Hurricane Harvey caused flooding throughout the City at such a level that
the control panels of these lift stations were partially submerged, making eventual failure
imminent; and,
WHEREAS,pursuant to Section 252.022(a)(2)of the Texas Local Government Code,this
procurement is authorized because of the public calamity that requires the immediate appropriation
of money to relieve the necessity of the municipality's residents or to preserve the property of the
municipality; and,
WHEREAS, is it further authorized pursuant to Section 252.022(a)(3) because of
unforeseen damage to public machinery, equipment, or property; and,
WHEREAS, an Evaluation, Inspection, and Site Assessment of Sanitary Sewer Lift
Station Electrical Control Panels and SCADA system by a qualified Electrical Engineer is the first
step toward rehabilitation of the lift stations and insuring their continuous operation, thereby
protecting public health and safety; and

WHEREAS, Epic Engineering, of Orange, Texas is an electrical engineering firm with
proven lift station controls and SCADA experience that submitted an estimated cost of
$175,000.00; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct; and,
THAT,in order to protect the health and safety of our citizens,the City Council of the City
of Port Arthur is hereby authorized the contract, in substantially the same form attached hereto as
Exhibit "A", between the City of Port Arthur and Epic Engineering, of Orange, TX, with a
projected budgetary impact of$175,000.00, for the Evaluation, Inspection, and Site Assessment
of Sanitary Sewer Lift Stations Electrical Control Panels and SCADA system; and,
THAT, the City can terminate this contract at its convenience with ten (10) days written
notice; and,
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.
