RE: P.R. 19958—Acceptance of 2017 SHSP-LETPA Grant Funding
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
accept funding from the Office of the Governor for Fiscal Year 2017 State Homeland Security
Program-Law Enforcement Terrorism Prevention Program (SHSP-LETPP) funding for Fire
and Police Department Special Operations Equipment in the amount of$81,158.
Background:
On Feb. 28, 2017, Res. 17-056 passed authorizing the City Manager to apply for the 2017 State
Homeland Security Program—Law Enforcement Terrorism Prevention grant. The Office of the
Governor made notification that the City of Port Arthur was awarded $81,158 based on the
application. These funds will be used to purchase hazardous materials, radiological, biological
and chemical detection equipment,protective ensembles for dive team operators and hands
free tactical radio equipment for the SWAT team.
Budget Impact:
There is no cash match requirement for this grant.
Recommendation:
It is recommended that City Council approve the City Manager to accept funding from the
Office of the Governor from the 2017 State Homeland Security Program-Law Enforcement
Terrorism Prevention Program(SHSP-LETPP) grant for Fire and Police Department Special
Operations Equipment in the amount of$81,158, as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT
FUNDING FOR FISCAL YEAR FROM THE 2017 STATE HOMELAND
SECURITY PROGRAM-LAW ENFORCEMENT TERRORISM
PREVENTION PROGRAM (SHSP-LETPP) GRANT AWARD IN THE
AMOUNT OF $81, 158, WITH NO CASH MATCH REQUIRED
WHEREAS, on February 28th, 2017, City Council passed
Resolution 17-056 authorizing the City Manager to make
application for the fiscal year 2017 State Homeland Security
Program - Law Enforcement Terrorism Prevention Program grant;
and
WHEREAS, the Office of the Governor made notification
that the City of Port Arthur was awarded funding from the FY
2017 State Homeland Security Grant Program (SHSP) and Law
Enforcement Terrorism Prevention Program (LETPP) in the amount
of $81, 158 ; and
WHEREAS, in order to receive the aforesaid allocation, it
is necessary that the Police Department accept the award
through the Homeland Security Grants Division (HSGD) system
and Law Enforcement Terrorism Prevention Program (LETPP) by
November 20, 2017; and
WHEREAS, the Fire and Police Departments are in need of
additional Special Operations Equipment (Hazardous Materials
Radiological, Biological, and Chemical Detection Equipment,
Protective Ensembles for the Public Safety Dive Team and SWAT
Hands-Free Tactical Radio Microphones and Headsets) to
increase the efficiency of their emergency response
capabilities; and
WHEREAS, the SHSP-LETPP Grant is 100% funded with no cash
match requirement; and
WHEREAS, the City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Fire and
Police Department Special purchase and field the
aforementioned Operations Equipment upon the acceptance of FY
2017 SHSP-LETPP funding; and
WHEREAS, City Council agrees that in the event of loss or
misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to accept
funding from the Office of the Governor for Fiscal Year 2017
State Homeland Security Program-Law Enforcement Terrorism
Prevention Program (SHSP-LETPP) grant for Fire and Police
Department Special Operations Equipment in the amount of
$81, 158 .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
READ, ADOPTED AND APPROVED on this day of
