Introduction:
Acceptance of Change Order No. 1 for the 9`" Avenue/Lake Arthur Drive Signal Installation
Project.
Background:
Proposed Change Order No. 1 is for extending the contract term for an additional 30 calendar
days from 90 days to 120 days due to the impact of the Hurricane Harvey Flooding Event
causing manufacturer delays and hotel occupancy deficiencies.
Budget Impact:
Funds are available in the following account: N/A
Recommendation:
Approval of P. R. No. 19962 authorizing the City manager to execute Change Order No. 1 to
the contract with Statewide Traffic Signal Company for the 9th Avenue/Lake Arthur Drive
Signal Installation Project increasing the contract term by 30 days to a new contract term of
120 days and a new substantial completion date from October 29, 2017 to November 28,
2017.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
CHANGE ORDER NO. 01 TO THE CONTRACT BETWEEN THE CITY
OF PORT ARTHUR AND STATEWIDE TRAFFIC SIGNAL COMPANY
OF HOUSTON, TEXAS FOR THE INSTALLATION OF TRAFFIC
SIGNAL AT 9TH AVENUE AND LAKE ARTHUR DRIVE SIGNAL
INSTALLATION PROJECT, INCREASING THE CONTRACT TERM BY
30 DAYS TO A NEW TOTAL OF 120 DAYS.
WHEREAS, per Resolution No. 17-051, on February 28, 2017, the City Council
awarded a contract for the Installation of Traffic Signal at 9th Avenue and Lake Arthur
Drive to Statewide Traffic Signal Company of Houston, Texas in the projected
budgetary impact amount of $403,310.50 and a contract term of 90 calendar days
starting on August 1, 2017 to October 29, 2017; and,
WHEREAS, proposed Change Order No. 01 is for an extension increasing the
contract term by 30 days to a new contract term of 120 days to a new substantial
completion date of November 29, 2017 due to the impact of Hurricane Harvey Flooding
Event that caused manufacturer delays and hotels occupancy deficiencies, attached
hereto as Exhibit "A"; and,
WHEREAS, approval of Change Order No. 01 will increase the contract term by
30 days to a new contract term of 120 days herein deemed an appropriate action; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,

THAT, Change Order No. 01 is herein approved and the City Manager is
authorized to execute said Change Order No. 01 (attached as Exhibit "A") to the
contract between the City of Port Arthur and Statewide Traffic Signal Company of
Houston, Texas; and,
THAT, Change Order No. 01 increases the contract term by 30 days to a new
total of 120 days; and,
THAT, a copy of the caption of this Resolution No. be spread upon the Minutes
of the City Council.

Due to the impact of Hurricane Harvey on South East Texas and the major setbacks it caused
on our construction timeline, Statewide Traffic Signal Company would like to request an addition
of 30 calendar days to the contract time of the above referenced project. Also as a
consequence of the hurricane we have also encountered manufacturer delays and a shortage of
hotel rooms in the area.
