I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Scott gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Wednesday,
November 1, 2017 at 3:00 p.m. in the City Council Chamber, City Hall, with the
following members present: Mayor Derrick Freeman; Councilmembers Raymond Scott,
Jr., Thomas Kinlaw, III, Harold Doucet, Sr. and Willie "Bae" Lewis, Jr.; City Manager
Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno.
Councilmember Charlotte Moses joined the Special Meeting at 3:09 p.m.
Mayor Pro Tem Cal Jones; Councilmembers Osman Swati and Kaprina Frank were
absent from the Special Meeting.
III. ITEMS REQUIRING INDIVIDUAL ACTION
Resolution:
P.R. No. 19967 - A Resolution Authorizing The Termination Of
The Agreement To Contribute Funds With The Texas Department
Of Transportation As It Pertains To A Proposed Overpass Project
On FM 365 From Jade Avenue To Spur 93 (Row CCSJ: 0932-01-
100)
The Mayor introduced the above-mentioned Proposed Resolution.
Upon the motion of Councilmember Doucet, seconded by Councilmember Lewis and
carried, Proposed Resolution No. 19967 was adopted becoming Resolution No. 17-277.
Voting Yes: Mayor Freeman; Councilmembers Scott, Kinlaw, Doucet and Lewis.
Voting No: None.
The caption of Resolution No. 17-277 reads as follows:
RESOLUTION NO. 17-277
A RESOLUTION AUTHORIZING THE
TERMINATION OF THE AGREEMENT TO
CONTRIBUTE FUNDS WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION AS IT
PERTAINS TO A PROPOSED OVERPASS

Ordinance:
P. O. No. 6657 — An Ordinance Terminating The Local State Of
Disaster For The City Of Port Arthur
The City Manager introduced the above-mentioned Proposed Ordinance.
Upon the motion of Councilmember Doucet, seconded by Councilmember Lewis and
carried, Proposed Ordinance No. 6657 was adopted becoming Ordinance No. 17-43.
Voting Yes: Mayor Freeman; Councilmembers Scott, Kinlaw, Doucet and Lewis.
Voting No: None.

II. WORKSHOP
Discussion Regarding 2017-2018 Street Program
Public Works Director Armando Gutierrez appeared before the City Council to answer
inquiries regarding the above-mentioned street program.
III. ADJOURNMENT
Upon the motion by Councilmember Doucet, seconded by Councilmember Kinlaw and
carried unanimously, the City Council adjourned their Special Meeting at 3:50 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
