INVOCATION, PLEDGE & ROLL CALL Councilmember Moses gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Tuesday, November 7, 2017 at 4:05 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Derrick Freeman; Councilmembers Raymond Scott, Jr., Thomas Kinlaw, III, Harold Doucet, Sr., Charlotte M. Moses; City Manager Brian McDougal; City Secretary Sherri Bellard and City Attorney Valecia Tizeno. Mayor Pro Cal Jones joined the Special Executive Meeting at 4:15 p.m. Councilmember Willie "Bae" Lewis, Jr. joined the Special Executive Meeting at 4:20 p.m. Councilmember Kaprina Frank joined the Special Executive Meeting at 4:40 p.m. Councilmember Osman Swati was absent from the Special Executive Meeting. II. *CLOSED MEETING (EXECUTIVE SESSION) — CONTINUED Closed Meeting: (1) Section 551.071 Government Code — To Discuss and Receive Legal Advice From The City Attorney Regarding Pending Claims Related to Hurricane Harvey (2) Section 551.072 Government Code — To Discuss The Value Of The Land In The City's Extraterritorial Jurisdiction (ETJ) (3) Section 551.087 Government Code — To Discuss Incentives For Commercial, Residential, And/Or Industrial Business Prospects (Colonial Pipeline Company) (4) Section 551.073 Government Code - Negotiated Contracts For Prospective Gifts To The City Regarding Property Located At Highway 73 & 9th Avenue (5) Section 551.071 Government Code — Attorney Consultation To Provide Advice And Counsel In Connection With The City's Right, Duties, Privileges, And Obligations In Connection With A Grievance Filed By The Port Arthur Police Association (6) Section 551.074 Government Code — To Discuss The Duties, Responsibilities, Discipline, Or Dismissal Of The City Manager (Requested By Councilmember Doucet) Pursuant To Texas Government Code 551.074, The Officer Or Employee Who Is The Subject Of Deliberation Or Hearing, May Require The Governmental Body To Conduct An Open Meeting If The Employee Requests A Public Hearing The City Council recessed their meeting at 4:11 p.m. to meet in Executive Session to consider the above-mentioned topics, and reconvened their meeting at 5:29 p.m. with the following members present: Mayor Freeman; Mayor Pro Tem Jones; Councilmembers Scott, Kinlaw, Doucet, Lewis, Moses and Frank; City Manager McDougal; City Secretary Bellard; City Attorney Tizeno and Sergeant At Arms Chief Patrick Melvin MOTION IN OPEN SESSION Councilmember Moses read the following motion into the record: A Motion Approving The Settlement With The Port Arthur Police Association In The Amount Of $41,000.00 Relating To The Longevity/Retiree Wages Upon the motion of Mayor Pro Tem Jones, seconded by Councilmember Frank and carried, the above-mentioned motion was adopted. Voting Yes: Mayor Freeman; Mayor Pro Tem Jones; Councilmembers Scott, Kinlaw, Doucet, Lewis, Moses and Frank. Voting No: None. III. ADJOURNMENT Upon the motion by Councilmember Frank, seconded by Councilmember Kinlaw and carried unanimously, the City Council adjourned their Special Meeting at 5:32 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
